Material for this study was collected during the summer and early autumn of 1931, in response to a request form the President’s Organization on Unemployment Relief. Thirty communities were visited, and the reports on work relief carried out in 26 of them, chiefly situated in the middle, eastern, and southern states, can be found in Part II.
