Ethnic Profiling Under the Auspices of Community Safety

Programs operated by the Immigration Customs and Enforcement (ICE) Agency under the Agreements of Cooperation in Communities to Enhance Safety and Security (ACCESS), such as the 287(g) ACCESS program, raise concerns about racial and ethnic profiling and intimidation. Economist Joaquin Rubalcaba and sociologist Prentiss Dantzler will investigate the effect of 287(g) agreements on ethnic profiling of Hispanics in traffic stops by local law enforcement agencies in North Carolina. They will analyze data from the North Carolina Bureau of Investigation and ICE for their study.
