In recent years, incidents of police violence have made national news. Acts of police misconduct threaten the trust between communities and police, leading to profound social welfare consequences. Doctoral student in economics Daphne Blakey will examine how police unions impact officer behavior and how they influence the ability of department management to address officer misconduct. She will analyze historical and current collective bargaining agreements from police unions across the country for her study.
