Rising Tide, Distribution, and the Material Well-Being of the Poor

Abstract

Where and when do the poor fare best? We explore the relative impact of high average incomes and generous redistributive programs on the material well-being of the poor in affluent countries around the year 2000. We consider four aspects of material well-being: relative incomes, absolute incomes, material deprivation, and mobility out of poverty.
