American society today is hardly recognizable from what it was a century ago. Integrated schools, an information economy, and independently successful women are just a few of the remarkable changes that have occurred over just a few generations. Still, the country today is influenced by many of the same factors that revolutionized life in the late nineteenth century—immigration, globalization, technology, and shifting social norms—and is plagued by many of the same problems—economic, social, and racial inequality. One Nation Divisible, a sweeping history of twentieth-century American life by Michael B. Katz and Mark J. Stern, weaves together information from the latest census with a century’s worth of data to show how trends in American life have changed while inequality and diversity have endured.

One Nation Divisible examines all aspects of work, family, and social life to paint a broad picture of the American experience over the long arc of the twentieth century. Katz and Stern track the transformations of the U.S. workforce, from the farm to the factory to the office tower. Technological advances at the beginning and end of the twentieth century altered the demand for work, causing large population movements between regions. These labor market shifts fed both the explosive growth of cities at the dawn of the industrial age and the sprawling suburbanization of today. One Nation Divisible also discusses how the norms of growing up and growing old have shifted. Whereas the typical life course once involved early marriage and living with large, extended families, Americans today commonly take years before marrying or settling on a career path, and often live in non-traditional households. Katz and Stern examine the growing influence of government on trends in American life, showing how new laws have contributed to more diverse neighborhoods and schools, and increased opportunities for minorities, women, and the elderly. One Nation Divisible also explores the abiding economic paradox in American life: while many individuals are able to climb the financial ladder, inequality of income and wealth remains pervasive throughout society.

The United States is an immigrant nation—nowhere is the truth of this statement more evident than in its major cities. Immigrants and their children comprise nearly three-fifths of New York City’s population and even more of Miami and Los Angeles. But the United States is also a nation with entrenched racial divisions that are being complicated by the arrival of newcomers. While immigrant parents may often fear that their children will “disappear” into American mainstream society, leaving behind their ethnic ties, many experts fear that they won’t—evolving instead into a permanent unassimilated and underemployed underclass. Inheriting the City confronts these fears with evidence, reporting the results of a major study examining the social, cultural, political, and economic lives of today’s second generation in metropolitan New York, and showing how they fare relative to their first-generation parents and native-stock counterparts.

Focused on New York but providing lessons for metropolitan areas across the country, Inheriting the City is a comprehensive analysis of how mass immigration is transforming life in America’s largest metropolitan area. The authors studied the young adult offspring of West Indian, Chinese, Dominican, South American, and Russian Jewish immigrants and compared them to blacks, whites, and Puerto Ricans with native-born parents. They find that today’s second generation is generally faring better than their parents, with Chinese and Russian Jewish young adults achieving the greatest education and economic advancement, beyond their first-generation parents and even beyond their native-white peers. Every second-generation group is doing at least marginally—and, in many cases, significantly—better than natives of the same racial group across several domains of life. Economically, each second-generation group earns as much or more than its native-born comparison group, especially African Americans and Puerto Ricans, who experience the most persistent disadvantage. Inheriting the City shows the children of immigrants can often take advantage of policies and programs that were designed for native-born minorities in the wake of the civil rights era. Indeed, the ability to choose elements from both immigrant and native-born cultures has produced, the authors argue, a second-generation advantage that catalyzes both upward mobility and an evolution of mainstream American culture.

Inheriting the City leads the chorus of recent research indicating that we need not fear an immigrant underclass. Although racial discrimination and economic exclusion persist to varying degrees across all the groups studied, this absorbing book shows that the new generation is also beginning to ease the intransigence of U.S. racial categories. Adapting elements from their parents’ cultures as well as from their native-born peers, the children of immigrants are not only transforming the American city but also what it means to be American.

More than half of New Yorkers under the age of eighteen are the children of immigrants. This second generation shares with previous waves of immigrant youth the experience of attempting to reconcile their cultural heritage with American society. Exploring immigrant education, Nancy López shows how teachers’ low expectations of Dominican males often translate into lower graduation rates for boys than for girls. In the labor market, Dae Young Kim finds that Koreans, young and old alike, believe the second generation should use the opportunities provided by their parents’ small business success to pursue less arduous, more rewarding work than their parents. Analyzing civic life, Amy Forester profiles how the high-ranking members of a predominantly black labor union, who came of age fighting for civil rights in the 1960s, adjust to an increasingly large Caribbean membership that sees the leaders not as pioneers but as the old-guard establishment. In a revealing look at how the second-generation views itself, Sherry Ann Butterfield and Aviva Zeltzer-Zubida point out that black West Indian and Russian Jewish immigrants often must choose whether to identify themselves alongside those with similar skin color or to differentiate themselves from both native blacks and whites based on their unique heritage. Like many other groups studied here, these two groups experience race as a fluid, situational category that matters in some contexts but is irrelevant in others.

As immigrants move out of gateway cities and into the rest of the country, America will increasingly look like the multicultural society vividly described in Becoming New Yorkers. The new immigrants who have poured into the United States over the past thirty years are rapidly changing the political landscape of American cities. Like their predecessors at the turn of the century, recent immigrants have settled overwhelmingly in a few large urban areas, where they receive their first sustained experience with government in this country, including its role in policing, housing, health care, education, and the job market. Governing American Cities brings together the best research from both established and rising scholars to examine the changing demographics of America's cities, the experience of these new immigrants, and their impact on urban politics.

Building on the experiences of such large ports of entry as Los Angeles, New York, Miami, Houston, Chicago, and Washington D.C., Governing American Cities addresses important questions about the incorporation of the newest immigrants into American political life. Are the new arrivals joining existing political coalitions or forming new ones? Where competition exists among new and old ethnic and racial groups, what are its characteristics and how can it be harnessed to meet the needs of each group? How do the answers to these questions vary across cities and regions?

In one chapter, Peter Kwong uses New York's Chinatown to demonstrate how divisions within immigrant communities can cripple efforts to mobilize immigrants politically. Sociologist Guillermo Grenier uses the relationship between blacks and Latinos in Cuban-American dominated Miami to examine the nature of competition in a city largely controlled by a single ethnic group. And Matthew McKeever takes the 1997 mayoral race in Houston as an example of the importance of inter-ethnic relations in forging a successful political consensus. Other contributors compare the response of cities with different institutional set-ups; some cities have turned to the private sector to help incorporate the new arrivals, while others rely on traditional political channels.

One of the most challenging goals for welfare reformers has been improving the collection of child support payments from noncustodial parents, usually fathers. Often vilified as deadbeats who have dropped out of their children's lives, these fathers have been the target of largely punitive enforcement policies that give little consideration to the complex circumstances of these men's lives.

Fathers' Fair Share presents an alternative to these measures with an in-depth study of the Parents Fair Share Program. A multi-state intervention run by the Manpower Demonstration Research Corporation, the program was designed to better the life skills of nonpaying fathers with children on public assistance, in the belief that this would encourage them to improve their level of child support. The men chosen for the program frequently lived on the margins of society. Chronically unemployed or underemployed, undereducated, and often earning their money on the streets, they bore the scars of drug or alcohol abuse, troubled family lives, and arrest records. Among those of African American and Hispanic descent, many felt a deep-rooted distrust of the mainstream economy. The Parents Fair Share Program offered these men the chance not only to learn the social skills needed for stable employment but to participate in discussions about personal difficulties, racism, and problems in their relationships with their children and families.

Fathers' Fair Share details the program's mix of employment training services, peer support groups, and formal mediation of disputes between custodial and noncustodial parents. Equally important, the authors explore the effect of the participating fathers' expectations and doubts about the program, which were colored by their often negative views about the child support and family law system. The voices heard in Fathers' Fair Share provides a rare look into the lives of low-income fathers and how they think about their struggles and prospects, their experiences in the workplace, and their responsibilities toward their families. Parents Fair Share demonstrated that, in spite of their limited resources, these men are more likely to make stronger efforts to improve support payments and to become greater participants in their children's lives if they encounter a less adversarial and arbitrary enforcement system.

Fathers' Fair Share offers a valuable resource to the design of social welfare programs seeking to reach out to this little-understood population, and addresses issues of tremendous importance for those concerned about welfare reform, child support enforcement, family law, and employment policy.

Jasso and Rosenzweig also detail the policy choices that affect the composition of the foreign-born population. What criteria determine who is eligible to enter the country? How do these regulations differ for each country of origin, and how have they changed over the years? The New Chosen People emphasizes the determining influence of choice and selection on the foreign-born population of the United States. The descendents of twentieth-century southern and central European immigrants successfully assimilated into mainstream American culture and generally achieved economic parity with other Americans within several generations. So far, that is not the case with recent immigrants from Latin America and the Caribbean. A compelling case study of first- and second-generation Dominicans in Providence, Rhode Island, Encountering American Faultlines suggests that even as immigrants and their children increasingly participate in American life and culture, racialization and social polarization remain key obstacles to further progress.

Encountering American Faultlines uses occupational and socioeconomic data and in-depth interviews to address key questions about the challenges Dominicans encounter in American society. What is their position in the American socioeconomic structure? What occupations do first- and second-generation Dominicans hold as they enter the workforce? How do Dominican families fare economically? How do Dominicans identify themselves in the American racial and ethnic landscape?

The first generation works largely in what is left of Providence’s declining manufacturing industry. Second-generation Dominicans do better than their parents economically, but even as some are able to enter middle-class occupations, the majority remains in the service-sector working class. José Itzigsohn suggests that the third generation will likely continue this pattern of stratification, and he worries that the chances for further economic advancement in the next generation may be seriously in doubt.

While transnational involvement is important to first-generation Dominicans, the second generation concentrates more on life in the United States and empowering their local communities. Itzigsohn ties this to the second generation’s tendency to embrace panethnic identities. Panethnic identity provides Dominicans with choices that defy strict American racial categories and enables them to build political coalitions across multiple ethnicities.

This intimate study of the Dominican immigrant experience proposes an innovative theoretical approach to look at the contemporary forms and meanings of becoming American. José Itzigsohn acknowledges the social exclusion and racialization encountered by the Dominican population, but he observes that, by developing their own group identities and engaging in collective action and institution building at the local level, Dominicans can distinguish themselves and make inroads into American society. But Encountering American Faultlines also finds that hard work and hope have less to do with their social mobility than the existing economic and racial structures of U.S. society.

The substantial deterioration in employment and earnings among the nation's less-educated workers, especially minorities and younger males in the nation's big cities, has been tentatively ascribed to a variety of causes: an increase in required job skills, the movement of companies from the cities to the suburbs, and a rising unwillingness to hire minority job seekers. What Employers Want is the first book to replace conjecture about today's job market with first-hand information gleaned from employers about who gets hired. Drawn from asurvey of over 3,000 employers in four major metropolitan areas—Los Angeles, Boston, Atlanta, and Detroit—this volume provides a wealth of data on what jobs are available to the less-educated, in what industries, what skills they require, where they are located, what they pay, and how they are filled.

The evidence points to a dramatic surge in suburban, white-collar jobs. The manufacturing industry—once a steady employer of blue-collar workers—has been eclipsed by the expanding retail trade and service industries, where the vast majority of jobs are in clerical, managerial, or sales positions. Since manufacturing establishments have been the most likely employers to move from the central cities to the suburbs, the shortage of jobs for low-skill urban workers is particularly acute. In the central cities, the problem is compounded and available jobs remain vacant because employers increasingly require greater cognitive and social skills as well as specific job-related experience. Holzer reveals the extent to which minorities are routinely excluded by employer recruitment and screening practices that rely heavily on testing, informal referrals, and stable work histories. The inaccessible location and discriminatory hiring patterns of suburban employers further limit the hiring of black males in particular, while earnings, especially for minority females, remain low.

Proponents of welfare reform often assume that stricter work requirements and shorter eligibility periods will effectively channel welfare recipients toward steady employment and off federal subsidies. What Employers Want directly challenges this premise and demonstrates that only concerted efforts to close the gap between urban employers and inner city residents can produce healthy levels of employment in the nation's cities. Professor Holzer outlines the measures that will benecessary—targeted education and training programs, improved transportation and job placement, heightened enforcement of antidiscrimination laws, and aggressive job creation strategies. Repairing urban labor markets will not be easy. This book shows why.

American democracy relies on an accurate census to fairly allocate political representation and billions of dollars in federal funds. The Hard Count profiles a watershed moment in the history of the American census. As the mobilization campaign was underway, political opposition to the census sprang up, citing privacy issues and seeking to limit the kind of data the census could collect. Hillygus, Nie, Prewitt, and Pals analyze the competing effects of the mobilization campaign and the privacy controversy on public attitudes and cooperation with the census. Using an internet based survey, the authors tracked a representative sample of Americans over time to gauge changes in census attitudes, privacy concerns, and their eventual decision whether or not to return their census form. The study uniquely captures the public’s exposure to census advertising, community mobilization, and news stories, and was designed so people could view video clips and photos of actual campaign advertisements on their sets in their homes. The authors find that the Census Bureau campaign did in fact raise awareness of the census and census participation. The mobilization campaign was especially effective at increasing participation among groups historically undercounted by the census. They also find that census participation would have been higher if not for the privacy controversy, which discouraged many people from cooperating with the census and led others to omit information from their census form. The findings of The Hard Count have important policy implications for future census counts and offer theoretical insights regarding the influence of mobilization campaigns on civic participation.

The goal of full and equal cooperation with the decennial census and other government surveys is an important national priority. The Hard Count shows that a mobilization campaign can dramatically increase voluntary participation in the decennial headcount and identifies emerging social and political challenges that may threaten future census counts and contribute to the growing fragility of our national statistical system.
