CLARENCE ARTHUR PERRY, Department of Child Hygiene, Russell Sage Foundation

Presented at the fifty-first congress of the American Prison Association in 1921, this paper presents the structure of the Westchester County Penitentiary, whose prisoners are employed on the farm the penitentiary rests on. It argues that, instead of being a liability to the county, the prison is an asset, and that, instead of being a place of punishment, it is a training school that returns its wards to society as better men because of their experiences on the farm. Key to this system is that the prisoners are self-governing through a method of classification and rewards that is outlined in detail in this paper.

This pamphlet and its accompanying charts are intended to provide a brief description of governmental organizations of the city of New York. Some mention also is made of county, state, and the federal agencies as well as of public authorities which operate within the boundaries of the city.

The Russell Sage Foundation early in 1908 carried out a study on insurance in Europe. This volume presents the results of the study conducted by Frankel and Dawson, covering about six months, it gives full detail on the various kinds of European insurance, their methods of operation, their finances and their relations with governments.

Published in 1917 by the Department of Surveys and Exhibits of the Russell Sage Foundation, City and County Administration in Springfield presents data on the main administrative functions of the local governments of Springfield, Illinois, from 1914 and examines possible improvements towards the efficiency and effectiveness of the administration. This report is part of the Springfield Survey series.

Published in 1911 and designed to continue a service rendered by the Bibliography of Settlements until 1905, this handbook presents an outline of the material facts about every settlement in the United States at the time, including non-residential neighborhood centers. In addition to previous research and literature, information is presented from first-hand accounts at these houses from leading representatives on the development and program of settlements.
