In the long history of warfare and cultural and ethnic violence, the twentieth century was exceptional for producing institutions charged with seeking accountability or redress for violent offenses and human rights abuses across the globe, often forcing nations to confront the consequences of past atrocities. The Holocaust ended with trials at Nuremberg, apartheid in South Africa concluded with the Truth and Reconciliation Commission, and the Gacaca courts continue to strive for closure in the wake of the Rwandan genocide. Despite this global trend toward accountability, American collective memory appears distinct in that it tends to glorify the nation’s past, celebrating triumphs while eliding darker episodes in its history. In American Memories, sociologists Joachim Savelsberg and Ryan King rigorously examine how the United States remembers its own and others’ atrocities and how institutional responses to such crimes, including trials and tribunals, may help shape memories and perhaps impede future violence.

American Memories uses historical and media accounts, court records, and survey research to examine a number of atrocities from the nation’s past, including the massacres of civilians by U.S. military in My Lai, Vietnam, and Haditha, Iraq. The book shows that when states initiate responses to such violence—via criminal trials, tribunals, or reconciliation hearings—they lay important groundwork for how such atrocities are viewed in the future. Trials can serve to delegitimize violence—even by a nation’s military— by creating a public record of grave offenses. But the law is filtered by and must also compete with other institutions, such as the media and historical texts, in shaping American memory. Savelsberg and King show, for example, how the My Lai slayings of women, children, and elderly men by U.S. soldiers have been largely eliminated from or misrepresented in American textbooks, and the army’s reputation survived the episode untarnished. The American media nevertheless evoked the killings at My Lai in response to the murder of twenty-four civilian Iraqis in Haditha, during the war in Iraq. Since only one conviction was obtained for the My Lai massacre, and convictions for the killings in Haditha seem increasingly unlikely, Savelsberg and King argue that Haditha in the near past is now bound inextricably to My Lai in the distant past. With virtually no criminal convictions, and none of higher ranks for either massacre, both events will continue to be misrepresented in American memory. In contrast, the book examines American representations of atrocities committed by foreign powers during the Balkan wars, which entailed the prosecution of ranking military and political leaders. The authors analyze news accounts of the war’s events and show how articles based on diplomatic sources initially cast Serbian President Slobodan Milosevic in a less negative light, but court-based accounts increasingly portrayed Milosevic as a criminal, solidifying his image for the public record.

American Memories provocatively suggests that a nation’s memories don’t just develop as a rejoinder to events—they are largely shaped by institutions. In the wake of atrocities, how a state responds has an enduring effect and provides a moral framework for whether and how we remember violent transgressions. Savelsberg and King deftly show that such responses can be instructive for how to deal with large-scale violence in the future, and hopefully how to deter it.

In 1996, President Bill Clinton hailed the “end of welfare as we know it” when he signed the Personal Responsibility and Work Opportunity Act. The law effectively transformed the nation’s welfare system from an entitlement to a work-based one, instituting new time limits on welfare payments and restrictions on public assistance for legal immigrants. In They Say Cutback, We Say Fight Back, Ellen Reese offers a timely review of welfare reform and its controversial design, now sorely tested in the aftermath of the Great Recession. The book also chronicles the largely untold story of a new grassroots coalition that opposed the law and continues to challenge and reshape its legacy.

While most accounts of welfare policy highlight themes of race, class and gender, They Say Cutback examines how welfare recipients and their allies contested welfare reform from the bottom-up. Using in-depth case studies of campaigns in Wisconsin and California, Reese argues that a crucial phase in policymaking unfolded after the bill’s passage. As counties and states set out to redesign their welfare programs, activists scored significant victories by lobbying officials at different levels of American government through media outreach, protests and organizing. Such efforts tended to enjoy more success when based on broad coalitions that cut across race and class, drawing together a shifting alliance of immigrants, public sector unions, feminists, and the poor. The book tracks the tensions and strategies of this unwieldy group brought together inadvertently by their opposition to four major aspects of welfare reform: immigrants’ benefits, welfare-to-work policies, privatization of welfare agencies, and child care services. Success in scoring reversals was uneven and subject to local demographic, political and institutional factors. In California, for example, workfare policies created a large and concentrated pool of new workers that public sector unions could organize in campaigns to change policies. In Wisconsin, by contrast, such workers were scattered and largely placed in private sector jobs, leaving unions at a disadvantage. Large Latino and Asian immigrant populations in California successfully lobbied to restore access to public assistance programs, while mobilization in Wisconsin remained more limited. On the other hand, the unionization of child care providers succeeded in Wisconsin – but failed in California – because of contrasting gubernatorial politics. With vivid descriptions of the new players and alliances in each of these campaigns, Reese paints a nuanced and complex portrait of the modern American welfare state.

At a time when more than 40 million Americans live in poverty, They Say Cutback offers a sobering assessment of the nation’s safety net. As policymakers confront budget deficits and a new era of austerity, this book provides an authoritative guide for both scholars and activists looking for lessons to direct future efforts to change welfare policy.

When state voters passed the California Marriage Protection Act (Proposition 8) in 2008, it restricted the definition of marriage to a legal union between a man and a woman. The act’s passage further agitated an already roiling national debate about whether American notions of family could or should expand to include, for example, same-sex marriage, unmarried cohabitation, and gay adoption. But how do Americans really define family? The first study to explore this largely overlooked question, Counted Out examines currents in public opinion to assess their policy implications and predict how Americans’ definitions of family may change in the future.

Counted Out broadens the scope of previous studies by moving beyond efforts to understand how Americans view their own families to examine the way Americans characterize the concept of family in general. The book reports on and analyzes the results of the authors’ Constructing the Family Surveys (2003 and 2006), which asked more than 1,500 people to explain their stances on a broad range of issues, including gay marriage and adoption, single parenthood, the influence of biological and social factors in child development, religious ideology, and the legal rights of unmarried partners. Not surprisingly, the authors find that the standard bearer for public conceptions of family continues to be a married, heterosexual couple with children. More than half of Americans also consider same-sex couples with children as family, and from 2003 to 2006 the percentages of those who believe so increased significantly—up 6 percent for lesbian couples and 5 percent for gay couples. The presence of children in any living arrangement meets with a notable degree of public approval. Less than 30 percent of Americans view heterosexual cohabitating couples without children as family, while similar couples with children count as family for nearly 80 percent. Counted Out shows that for most Americans, however, the boundaries around what they define as family are becoming more malleable with time.

Counted Out demonstrates that American definitions of family are becoming more expansive. Who counts as family has far-reaching implications for policy, including health insurance coverage, end-of-life decisions, estate rights, and child custody. Public opinion matters. As lawmakers consider the future of family policy, they will want to consider the evolution in American opinion represented in this groundbreaking book.

As the world economy becomes increasingly integrated, companies can shift production to wherever wages are lowest and unions weakest. How can workers defend their rights in an era of mobile capital? With national governments forced to compete for foreign investment by rolling back legal protections for workers, fair trade advocates are enlisting consumers to put market pressure on companies to treat their workers fairly. In Beyond the Boycott, sociologist Gay Seidman asks whether this non-governmental approach can reverse the “race to the bottom” in global labor standards.

Beyond the Boycott examines three campaigns in which activists successfully used the threat of a consumer boycott to pressure companies to accept voluntary codes of conduct and independent monitoring of  work sites. The voluntary Sullivan Code required American corporations operating in apartheid-era South Africa to improve treatment of their workers;  in India, the Rugmark inspection team provides ‘social labels’ for  handknotted carpets made without child labor; and in Guatemala,  COVERCO monitors conditions in factories producing clothing under contract for major American brands. Seidman compares these cases to explore the ingredients of successful campaigns, as well as the inherent limitations facing voluntary monitoring schemes. Despite activists’ emphasis on educating individual consumers to support ethical companies, Seidman finds that, in practice, they have been most successful when they mobilized institutions—such as universities, churches, and shareholder organizations. Moreover, although activists tend to dismiss states’ capabilities, all three cases involved governmental threats of trade sanctions against companies and countries with poor labor records. Finally, Seidman  points to an intractable difficulty of independent workplace monitoring: since consumers rarely distinguish between monitoring schemes and labels, companies can hand pick monitoring organizations, selecting those with the lowest standards for working conditions and the least aggressive inspections. Transnational consumer movements can increase the bargaining power of the global workforce, Seidman argues, but they cannot replace national governments or local campaigns to expand the meaning of citizenship.

As trade and capital move across borders in growing volume and with greater speed, civil society and human rights movements are also becoming more global. Highly original and thought-provoking, Beyond the Boycott vividly depicts the contemporary movement to humanize globalization—its present and its possible future.

In a society where everyone is supposed to go to college, the problems facing high school graduates who do not continue their education are often forgotten. Many cannot find jobs, and those who do are often stuck in low-wage, dead-end positions. Meanwhile employers complain that high school graduates lack the necessary skills for today's workplace. Rosenbaum reports on new studies of the interaction between employers and high schools in the United States. He concludes that each fails to communicate its needs to the other, leading to a predictable array of problems for young people in the years after graduation. High schools caught up in the college-for-all myth, provide little job advice or preparation, leading students to make unrealistic plans and hampering both students who do not go to college and those who start college but do not finish. Employers say they care about academic skills, but then do not consider grades when deciding whom to hire. Faced with few incentives to achieve, many students lapse into precisely the kinds of habits employers deplore, doing as little as possible in high school and developing poor attitudes.

Rosenbaum contrasts the situation in the United States with that of two other industrialized nations-Japan and Germany-which have formal systems for aiding young people who are looking for employment. Virtually all Japanese high school graduates obtain work, and in Germany, eighteen-year-olds routinely hold responsible jobs. While the American system lacks such formal linkages, Rosenbaum uncovers an encouraging hidden system that helps many high school graduates find work. He shows that some American teachers, particularly vocational teachers, create informal networks with employers to guide students into the labor market. Enterprising employers have figures out how to use these networks to meet their labor needs, while students themselves can take steps to increase their ability to land desirable jobs.

Beyond College for All suggests new policies based on such practices. Rosenbaum presents a compelling case that the problems faced by American high school graduates and employers can be solved if young people, employers, and high schools build upon existing informal networks to create formal paths for students to enter the world of work.

More than half a century after the first Jim Crow laws were dismantled, the majority of urban neighborhoods in the United States remain segregated by race. The degree of social and economic advantage or disadvantage that each community experiences—particularly its crime rate—is most often a reflection of which group is in the majority. As Ruth Peterson and Lauren Krivo note in Divergent Social Worlds, “Race, place, and crime are still inextricably linked in the minds of the public.” This book broadens the scope of single-city, black/white studies by using national data to compare local crime patterns in five racially distinct types of neighborhoods. Peterson and Krivo meticulously demonstrate how residential segregation creates and maintains inequality in neighborhood crime rates.

Based on the authors’ groundbreaking National Neighborhood Crime Study (NNCS), Divergent Social Worlds provides a more complete picture of the social conditions underlying neighborhood crime patterns than has ever before been drawn. The study includes economic, social, and local investment data for nearly nine thousand neighborhoods in eighty-seven cities, and the findings reveal a pattern across neighborhoods of racialized separation among unequal groups. Residential segregation reproduces existing privilege or disadvantage in neighborhoods—such as adequate or inadequate schools, political representation, and local business—increasing the potential for crime and instability in impoverished non-white areas yet providing few opportunities for residents to improve conditions or leave. And the numbers bear this out. Among urban residents, more than two-thirds of all whites, half of all African Americans, and one-third of Latinos live in segregated local neighborhoods. More than 90 percent of white neighborhoods have low poverty, but this is only true for one quarter of black, Latino, and minority areas. Of the five types of neighborhoods studied, African American communities experience violent crime on average at a rate five times that of their white counterparts, with violence rates for Latino, minority, and integrated neighborhoods falling between the two extremes.

Divergent Social Worlds lays to rest the popular misconception that persistently high crime rates in impoverished, non-white neighborhoods are merely the result of individual pathologies or, worse, inherent group criminality. Yet Peterson and Krivo also show that the reality of crime inequality in urban neighborhoods is no less alarming. Separate, the book emphasizes, is inherently unequal. Divergent Social Worlds lays the groundwork for closing the gap—and for next steps among organizers, policymakers, and future researchers.

Poverty among the elderly is sharply gendered—women over sixty-five are twice as likely as men to live below the poverty line. Older women receive smaller Social Security payments and are less likely to have private pensions. They are twice as likely as men to need a caregiver and twice as likely as men to be a caregiver. Recent efforts of some in Washington to reduce and privatize social welfare programs threaten to exacerbate existing gender disparities among older Americans. They also threaten to exacerbate inequality among women by race, class, and marital status. Madonna Harrington Meyer and Pamela Herd explain these disparities and assess how proposed policy reforms would affect inequality among the aged.

Market Friendly or Family Friendly? documents the cumulative disadvantages that make it so difficult for women to achieve economic and health security when they retire. Wage discrimination and occupational segregation reduce women’s lifetime earnings, depressing their savings and Social Security benefits. While more women are employed today than a generation ago, they continue to shoulder a greater share of the care burden for children, the disabled, and the elderly. Moreover, as marriage rates have declined, more working mothers are raising children single-handedly. Women face higher rates of health problems due to their lower earnings and the high demands associated with unpaid care work.  There are also financial consequences to these family and work patterns.

Harrington Meyer and Herd contrast the impact of market friendly programs that maximize individual choice, risk, and responsibility with family friendly programs aimed at redistributing risks and resources. They evaluate popular policies on the current agenda, considering the implications for inequality. But they also evaluate less discussed policy proposals. In particular, minimum benefits for Social Security, as well as credits for raising children, would improve economic security for all, regardless of marital status. National health insurance would also reduce inequality, as would reforms to Medicare, particularly increased coverage of long term care. Just as important are policies such as universal preschool and paid family leave aimed at reducing the disadvantages women face during their working years.

The gender gaps that women experience during their work and family lives culminate in income and health disparities between men and women during retirement, but the problem has received scant attention. Market Friendly or Family Friendly? is a comprehensive introduction to this issue, and a significant contribution to the debate over the future of America’s entitlement programs.

Declining participation in labor unions, the movement toward a service-based economy, and increased globalization have cast doubt on the extent to which welfare states can continue to stem inequality in market economies over the long-term. Does the new economy render existing models of social assistance obsolete? Do traditional welfare states hamper economic and employment growth, thereby worsening the plight of the poor? Lane Kenworthy offers a rigorous empirical analysis of these questions in Egalitarian Capitalism. The book examines 16 industrialized countries in North America, Western Europe, and Scandinavia—each with different approaches to assisting the poor—to see how successful each has been in developing its economy and curbing inequality over the past twenty years.

Kenworthy finds that inequality grew in almost all of these countries, from the most progressive to the least. Using simple but powerful statistical tests, he assesses the theory that inequality is necessary to improve economic growth and reduce poverty. He finds no necessary trade-off between equality and economic growth but discovers some evidence that high minimum wages dampen employment growth in private sector services. Kenworthy suggests that without greater private sector employment, public supports may be unable to adequately sustain living standards for the poor. An equitable growth strategy necessitates a balance of policy options: Creating jobs is aided by loose employment regulation, low payroll taxes, and, in some cases, lower real wages for workers at the bottom of the income spectrum. However, high employment is also facilitated by a system that “makes work pay” with earnings subsidies, workplace flexibilities, financial support for those who are between jobs or unable to work, and universal health and child care coverage. Kenworthy suggests that these strategies, though generally presented as mutually exclusive, could be effectively combined to create a robust, fair economy.
