In the long history of warfare and cultural and ethnic violence, the twentieth century was exceptional for producing institutions charged with seeking accountability or redress for violent offenses and human rights abuses across the globe, often forcing nations to confront the consequences of past atrocities. The Holocaust ended with trials at Nuremberg, apartheid in South Africa concluded with the Truth and Reconciliation Commission, and the Gacaca courts continue to strive for closure in the wake of the Rwandan genocide. Despite this global trend toward accountability, American collective memory appears distinct in that it tends to glorify the nation’s past, celebrating triumphs while eliding darker episodes in its history. In American Memories, sociologists Joachim Savelsberg and Ryan King rigorously examine how the United States remembers its own and others’ atrocities and how institutional responses to such crimes, including trials and tribunals, may help shape memories and perhaps impede future violence.

American Memories uses historical and media accounts, court records, and survey research to examine a number of atrocities from the nation’s past, including the massacres of civilians by U.S. military in My Lai, Vietnam, and Haditha, Iraq. The book shows that when states initiate responses to such violence—via criminal trials, tribunals, or reconciliation hearings—they lay important groundwork for how such atrocities are viewed in the future. Trials can serve to delegitimize violence—even by a nation’s military— by creating a public record of grave offenses. But the law is filtered by and must also compete with other institutions, such as the media and historical texts, in shaping American memory. Savelsberg and King show, for example, how the My Lai slayings of women, children, and elderly men by U.S. soldiers have been largely eliminated from or misrepresented in American textbooks, and the army’s reputation survived the episode untarnished. The American media nevertheless evoked the killings at My Lai in response to the murder of twenty-four civilian Iraqis in Haditha, during the war in Iraq. Since only one conviction was obtained for the My Lai massacre, and convictions for the killings in Haditha seem increasingly unlikely, Savelsberg and King argue that Haditha in the near past is now bound inextricably to My Lai in the distant past. With virtually no criminal convictions, and none of higher ranks for either massacre, both events will continue to be misrepresented in American memory. In contrast, the book examines American representations of atrocities committed by foreign powers during the Balkan wars, which entailed the prosecution of ranking military and political leaders. The authors analyze news accounts of the war’s events and show how articles based on diplomatic sources initially cast Serbian President Slobodan Milosevic in a less negative light, but court-based accounts increasingly portrayed Milosevic as a criminal, solidifying his image for the public record.

American Memories provocatively suggests that a nation’s memories don’t just develop as a rejoinder to events—they are largely shaped by institutions. In the wake of atrocities, how a state responds has an enduring effect and provides a moral framework for whether and how we remember violent transgressions. Savelsberg and King deftly show that such responses can be instructive for how to deal with large-scale violence in the future, and hopefully how to deter it.

National news reports periodically proclaim that American life is lonelier than ever, and new books on the subject with titles like Bowling Alone generate considerable anxiety about the declining quality of Americans’ social ties. Still Connected challenges such concerns by asking a simple yet significant question: have Americans’ bonds with family and friends changed since the 1970s, and, if so, how? Noted sociologist Claude Fischer examines long-term trends in family ties and friendships and paints an insightful and ultimately reassuring portrait of Americans’ personal relationships.

Still Connected analyzes forty years of survey research to address whether and how Americans’ personal ties have changed—their involvement with relatives, the number of friends they have and their contacts with those friends, the amount of practical and emotional support they are able to count on, and how emotionally tied they feel to these relationships. The book shows that Americans today have fewer relatives than they did forty years ago and that formal gatherings have declined over the decades—at least partially as a result of later marriages and more women in the work force. Yet neither the overall quantity of personal relationships nor, more importantly, the quality of those relationships has diminished. Americans’ contact with relatives and friends, as well as their feelings of emotional connectedness, has changed relatively little since the 1970s. Although Americans are marrying later and single people feel lonely, few Americans report being socially isolated and the percentage who do has not really increased.

Fischer maintains that this constancy testifies to the value Americans place on family and friends and to their willingness to adapt to changing circumstances in ways that sustain their social connections. For example, children now often have schedules as busy as their parents. Yet today’s parents spend more quality time with their children than parents did forty years ago—although less in the form of organized home activities and more in the form of accompanying them to play dates or sports activities. And those family meals at home that seem to be disappearing? While survey research shows that families dine at home together less often, it also shows that they dine out together more often.

Americans are fascinated by the quality of their relationships with family and friends and whether these bonds fray or remain stable over time. With so many voices heralding the demise of personal relationships, it’s no wonder that confusion on this topic abounds. An engrossing and accessible social history, Still Connected brings a much-needed note of clarity to the discussion. Americans’ personal ties, this book assures us, remain strong.

The first permanent Board of Health in the United States was created in response to a cholera outbreak in New York City in 1866. By the mid-twentieth century, thanks to landmark achievements in vaccinations, medical data collection, and community health, the NYC Department of Health had become the nation’s gold standard for public health. However, as the city’s population grew in number and diversity, the department struggled to balance its efforts between the treatment of diseases—such as AIDS, tuberculosis, and West Nile Virus—and the prevention of illness-causing factors like lead paint, heroin addiction, homelessness, smoking, and unhealthy foods. In Epidemic City, historian of public health James Colgrove chronicles the challenges faced by the health department since New York City’s mid-twentieth-century “peak” in public health provision. This insightful volume draws on archival research and oral histories to examine how the provision of public health has adapted to the competing demands of diverse public needs, public perceptions, and political pressure.

Epidemic City analyzes the perspectives and efforts of the people responsible for the city’s public health from the 1960s to the present—a time that brought new challenges, such as budget and staffing shortages, and new threats like bioterrorism. Faced with controversies such as needle exchange programs and AIDS reporting, the health department struggled to maintain a delicate balance between its primary focus on illness prevention and the need to ensure public and political support for its activities. In the past decade, after the 9/11 attacks and bioterrorism scares partially diverted public health efforts from illness prevention to threat response, Mayor Michael Bloomberg and Health Commissioner Thomas Frieden were still able to pass New York’s Clean Indoor Air Act restricting smoking and significant regulations on trans-fats used by restaurants. This legislation—preventative in nature much like the department’s original sanitary code—reflects a return to the nineteenth century roots of public health, when public health measures were often overtly paternalistic. The assertive laws conceived by Frieden and executed by Bloomberg demonstrate how far the mandate of public health can extend when backed by committed government officials.

Epidemic City provides a compelling historical analysis of the individuals and groups tasked with negotiating the fine line between public health and political considerations. By examining the department’s successes and failures during the ambitious social programs of the 1960s, the fiscal crisis of the 1970s, the struggles with poverty and homelessness in the 1980s and 1990s, and in the post-9/11 era, Epidemic City shows how the NYC Department of Health has defined the role and scope of public health services for the entire nation.

The years following World War II saw a huge expansion of the middle classes in the world's industrialized nations, with a significant part of the working class becoming absorbed into the middle class. Although never explicitly formalized, it was as though a new social contract called for government, business, and labor to work together to ensure greater political freedom and more broadly shared economic prosperity. For the most part, they succeeded. In Social Contracts Under Stress, eighteen experts from seven countries examine this historic transformation and look ahead to assess how the middle class might fare in the face of slowing economic growth and increasing globalization.

The first section of the book focuses on the differing experiences of Germany, Britain, France, the United States, and Japan as they became middle-class societies. The British working classes, for example, were slowest to consider themselves middle class, while in Japan by the 1960s, most workers had abandoned working-class identity. The French remain more fragmented among various middle classes and resist one homogenous entity. Part II presents compelling evidence that the rise of a huge middle class was far from inclusive or free of social friction. Some contributors discuss how the social contract reinforced long-standing prejudices toward minorities and women. In the United States, Ira Katznelson writes, Southern politicians used measures that should have promoted equality, such as the GI bill, to exclude blacks from full access to opportunity. In her review of gender and family models, Chiara Saraceno finds that Mediterranean countries have mobilized the power of the state to maintain a division of labor between men and women. The final section examines what effect globalization might have on the middle class. Leonard Schoppa's careful analysis of the relevant data shows how globalization has pushed "less skilled workers down and more skilled workers up out of a middle class that had for a few decades been home to both." Although Europe has resisted the rise of inequality more effectively than the United States or Japan, several contributors wonder how long that resistance can last.

Social Contracts Under Stress argues convincingly that keeping the middle class open and inclusive in the face of current economic pressures will require a collective will extending across countries. This book provides an invaluable guide for assessing the issues that must be considered in such an effort.

The recent wave of immigration into this country has given rise to myriad concerns—from the worries about the impact of immigration on the nation's economy to questions about whether multilingual education should be used in public schools. The resulting debates have overshadowed some very good news: this influx of New Immigrants has resulted in an astonishing rebirth of many of our older, decaying cities. Nowhere has this demographic renewal been more apparent than in New York City, as Louis Winnick demonstrates in New People in Old Neighborhoods, a timely and perceptive study of the effects of immigration in Brooklyn's Sunset Park.

Sunset Park was born of the late nineteenth century flood of immigrants who developed a prosperous waterfront commerce; by the end of World War I the community had achieved a thriving maturity. Yet the decades following World War II brought about a period of urban decay lifted only by the post-1965 influx of more than 20,000 immigrants, most notably from Asia and the Caribbean Basin. These New Immigrants not only revived the dying community but enriched it with greater ethnic diversity than it had ever known.

Winnick combines data on ethnic change and living patterns with data on employment, housing, school enrollment, and subway ridership to study the revitalization of Sunset Park. He discusses the ethnic composition and characteristics of the new immigrants; trends in self-employment and entrepreneurship ("microcapitalism"); immigrant impact upon retailing, manufacturing, and the lower echelons of the service industries; skill and education levels; and presence in the professions. Winnick also discusses the immigrants' positive effect on faltering New York systems, such as the subways and public schools, and places immigrant renewal within the larger context of overall housing and economic regeneration in New York City.

New People in Old Neighborhoods views today's immigrants as the historic heirs to the community builders of the last century, and offers important insights into the often-troubled yet transforming relationship between the nation and its foreign-born population. The future of these immigrants will be a yardstick to measure the quality and performance of our cities and their neighborhoods in the years ahead.

At the beginning of the century, New York City was already one of the world's leading corporate and commercial centers. The Zoning Ordinance of 1916, initially proposed by Fifth Avenue merchants as a means of halting the uptown spread of the garment industry, became the nation's first comprehensive zoning law and the proving ground for a new occupation—the urban planner. During the 1920s, frenzied development created a vertical metamorphosis in Manhattan's booming business district, culminating in its most spectacularly modern icon, the Empire State Building. The city also spread laterally, with the controversial development of subway systems and the creation of the powerful Port of New York Authority, whose new bridges and tunnels decentralized the population and industry of New York. New York's older ethnic enclaves were irrevocably altered by this new urban landscape: the Lower East Side's Jewish community was nearly dismantled by the flight of the garment industry and the attractiveness of new suburbs, while Little Italy fought government forces eager to homogenize commercial use of the streets by eliminating the traditional pushcart peddlers.
