In 2006, the United Nations reported on the “feminization” of migration, noting that the number of female migrants had doubled over the last five decades. Likewise, global awareness of issues like human trafficking and the exploitation of immigrant domestic workers has increased attention to the gender makeup of migrants. But are women really more likely to migrate today than they were in earlier times? In Gender and International Migration, sociologist and demographer Katharine Donato and historian Donna Gabaccia evaluate the historical evidence to show that women have been a significant part of migration flows for centuries. The first scholarly analysis of gender and migration over the centuries, Gender and International Migration demonstrates that variation in the gender composition of migration reflects not only the movements of women relative to men, but larger shifts in immigration policies and gender relations in the changing global economy.

While most research has focused on women migrants after 1960, Donato and Gabaccia begin their analysis with the fifteenth century, when European colonization and the transatlantic slave trade led to large-scale forced migration, including the transport of prisoners and indentured servants to the Americas and Australia from Africa and Europe. Contrary to the popular conception that most of these migrants were male, the authors show that a significant portion were women. The gender composition of migrants was driven by regional labor markets and local beliefs of the sending countries. For example, while coastal ports of western Africa traded mostly male slaves to Europeans, most slaves exiting east Africa for the Middle East were women due to this region’s demand for female reproductive labor.

Donato and Gabaccia show how the changing immigration policies of receiving countries affect the gender composition of global migration. Nineteenth-century immigration restrictions based on race, such as the Chinese Exclusion Act in the United States, limited male labor migration. But as these policies were replaced by regulated migration based on categories such as employment and marriage, the balance of men and women became more equal—both in large immigrant-receiving nations such as the United States, Canada, and Israel, and in nations with small immigrant populations such as South Africa, the Philippines, and Argentina. The gender composition of today’s migrants reflects a much stronger demand for female labor than in the past. The authors conclude that gender imbalance in migration is most likely to occur when coercive systems of labor recruitment exist, whether in the slave trade of the early modern era or in recent guest-worker programs.

Using methods and insights from history, gender studies, demography, and other social sciences, Gender and International Migration shows that feminization is better characterized as a gradual and ongoing shift toward gender balance in migrant populations worldwide. This groundbreaking demographic and historical analysis provides an important foundation for future migration research.

The black-white divide has long haunted the United States as a driving force behind social inequality. Yet, the civil rights movement, the increase in immigration, and the restructuring of the economy in favor of the rich over the last several decades have begun to alter the contours of inequality. Spheres of Influence, co-authored by noted social scientists Douglas S. Massey and Stefanie Brodmann, presents a rigorous new study of the intersections of racial and class disparities today. Massey and Brodmann argue that despite the persistence of potent racial inequality, class effects are drastically transforming social stratification in America.

This data-intensive volume examines the differences in access to material, symbolic, and emotional resources across major racial groups. The authors find that the effects of racial inequality are exacerbated by the class differences within racial groups. For example, when measuring family incomes solely according to race, Massey and Brodmann found that black families’ average income measured $28,400, compared to Hispanic families’ $35,200. But this gap was amplified significantly when class differences within each group were taken into account. With class factored in, inequality across blacks’ and Hispanics’ family incomes increased by a factor of almost four, with lower class black families earning an average income of only $9,300 compared to $97,000 for upper class Hispanics. Massey and Brodmann found similar interactions between class and racial effects on the distribution of symbolic resources, such as occupational status, and emotional resources, such as the presence of a biological father—across racial groups. Although there are racial differences in each group’s access to these resources, like income, these disparities are even more pronounced once class is factored in.

The complex interactions between race and class are apparent in other social spheres, such as health and education. In looking at health disparities across groups, Massey and Brodmann observed no single class effect on the propensity to smoke cigarettes. Among whites, cigarette smoking declined with rising class standing, whereas among Hispanics it increased as class rose. Among Asians and blacks, there was no class difference at all. Similarly, the authors found no single effect of race alone on health: Health differences between whites, Asians, Hispanics, and blacks were small and non-significant in the upper class, but among those in the lower class, intergroup differences were pronounced.

As Massey and Brodmann show, in the United States, a growing kaleidoscope of race-class interactions has replaced pure racial and class disadvantages. By advancing an ecological model of human development that considers the dynamics of race and class across multiple social spheres, Spheres of Influence sheds important light on the factors that are currently driving inequality today.

West Baltimore stands out in the popular imagination as the quintessential “inner city”—gritty, run-down, and marred by drugs and gang violence. Indeed, with the collapse of manufacturing jobs in the 1970s, the area experienced a rapid onset of poverty and high unemployment, with few public resources available to alleviate economic distress. But in stark contrast to the image of a perpetual “urban underclass” depicted in television by shows like The Wire, sociologists Karl Alexander, Doris Entwisle, and Linda Olson present a more nuanced portrait of Baltimore’s inner city residents that employs important new research on the significance of early-life opportunities available to low-income populations. The Long Shadow focuses on children who grew up in west Baltimore neighborhoods and others like them throughout the city, tracing how their early lives in the inner city have affected their long-term well-being. Although research for this book was conducted in Baltimore, that city’s struggles with deindustrialization, white flight, and concentrated poverty were characteristic of most East Coast and Midwest manufacturing cities. The experience of Baltimore’s children who came of age during this era is mirrored in the experiences of urban children across the nation.

For 25 years, the authors of The Long Shadow tracked the life progress of a group of almost 800 predominantly low-income Baltimore school children through the Beginning School Study Youth Panel (BSSYP). The study monitored the children’s transitions to young adulthood with special attention to how opportunities available to them as early as first grade shaped their socioeconomic status as adults. The authors’ fine-grained analysis confirms that the children who lived in more cohesive neighborhoods, had stronger families, and attended better schools tended to maintain a higher economic status later in life. As young adults, they held higher-income jobs and had achieved more personal milestones (such as marriage) than their lower-status counterparts. Differences in race and gender further stratified life opportunities for the Baltimore children. As one of the first studies to closely examine the outcomes of inner-city whites in addition to African Americans, data from the BSSYP shows that by adulthood, white men of lower status family background, despite attaining less education on average, were more likely to be employed than any other group in part due to family connections and long-standing racial biases in Baltimore’s industrial economy. Gender imbalances were also evident: the women, who were more likely to be working in low-wage service and clerical jobs, earned less than men. African American women were doubly disadvantaged insofar as they were less likely to be in a stable relationship than white women, and therefore less likely to benefit from a second income.

Combining original interviews with Baltimore families, teachers, and other community members with the empirical data gathered from the authors’ groundbreaking research, The Long Shadow unravels the complex connections between socioeconomic origins and socioeconomic destinations to reveal a startling and much-needed examination of who succeeds and why.

The majority of new jobs created in the United States today are low-wage jobs, and a fourth of the labor force earns no more than poverty-level wages. Policymakers and citizens alike agree that declining real wages and constrained spending among such a large segment of workers imperil economic prosperity and living standards for all Americans. Though many policies to assist low-wage workers have been proposed, there is little agreement across the political spectrum about which policies actually reduce poverty and raise income among the working poor. What Works for Workers provides a comprehensive analysis of policy measures designed to address the widening income gap in the United States.

Featuring contributions from an eminent group of social scientists, What Works for Workers evaluates the most high-profile strategies for poverty reduction, including innovative “living wage” ordinances, education programs for African American youth, and better regulation of labor laws pertaining to immigrants. The contributors delve into an extensive body of scholarship on low-wage work to reveal a number of surprising findings. Richard Freeman suggests that labor unions, long assumed to be moribund, have a fighting chance to reclaim their historic redistributive role if they move beyond traditional collective bargaining and establish new ties with other community actors. John Schmitt predicts that the Affordable Care Act will substantially increase insurance coverage for low-wage workers, 38 percent of whom currently lack any kind of health insurance.

Other contributors explore the shortcomings of popular solutions: Stephanie Luce shows that while living wage ordinances rarely lead to job losses, they have not yet covered most low-wage workers. And Jennifer Gordon corrects the notion that a path to legalization alone will fix the plight of immigrant workers. Without energetic regulatory enforcement, she argues, legalization may have limited impact on the exploitation of undocumented workers. Ruth Milkman and Eileen Appelbaum conclude with an analysis of California’s paid family leave program, a policy designed to benefit the working poor, who have few resources that allow them to take time off work to care for children or ill family members. Despite initial opposition, the paid leave program proved more acceptable than expected among employers and provided a much-needed system of wage replacement for low-income workers. In the wake of its success, the initiative has emerged as a useful blueprint for paid leave programs in other states.

Alleviating the low-wage crisis will require a comprehensive set of programs rather than piecemeal interventions. With its rigorous analysis of what works and what doesn’t, What Works for Workers points the way toward effective reform. For social scientists, policymakers, and activists grappling with the practical realities of low-wage work, this book provides a valuable guide for narrowing the gap separating rich and poor.

Since the 1960s, the dominant model for fostering diversity and inclusion in the United States has been the “color blind” approach, which emphasizes similarity and assimilation and insists that people should be understood as individuals, not as members of racial or cultural groups. This approach is especially prevalent in the workplace, where discussions about race and ethnicity are considered taboo. Yet, as widespread as “color blindness” has become, many studies show that the practice has damaging repercussions, including reinforcing the existing racial hierarchy by ignoring the significance of racism and discrimination. In The Color Bind, workplace experts Erica Foldy and Tamara Buckley investigate race relations in office settings, looking at how both color blindness and what they call “color cognizance” have profound effects on the ways coworkers think and interact with each other.

Based on an intensive two-and-a-half-year study of employees at a child welfare agency, The Color Bind shows how color cognizance—the practice of recognizing the profound impact of race and ethnicity on life experiences while affirming the importance of racial diversity—can help workers move beyond silence on the issue of race toward more inclusive workplace practices. Drawing from existing psychological and sociological research that demonstrates the success of color-cognizant approaches in dyads, workgroups and organizations, Foldy and Buckley analyzed the behavior of work teams within a child protection agency. The behaviors of three teams in particular reveal the factors that enable color cognizance to flourish. While two of the teams largely avoided explicitly discussing race, one group, “Team North,” openly talked about race and ethnicity in team meetings. By acknowledging these differences when discussing how to work with their clients and with each other, the members of Team North were able to dig into challenges related to race and culture instead of avoiding them. The key to achieving color cognizance within the group was twofold: It required both the presence of at least a few members who were already color cognizant, as well as an environment in which all team members felt relatively safe and behaved in ways that strengthened learning, including productively resolving conflict and reflecting on their practice.

The Color Bind provides a useful lens for policy makers, researchers and practitioners pursuing in a wide variety of goals, from addressing racial disparities in health and education to creating diverse and inclusive organizations to providing culturally competent services to clients and customers. By foregrounding open conversations about race and ethnicity, Foldy and Buckley show that institutions can transcend the color bind in order to better acknowledge and reflect the diverse populations they serve.

Barack Obama’s historic 2008 campaign exposed many white Americans more than ever before to a black individual who defied negative stereotypes. While Obama’s politics divided voters, Americans uniformly perceived Obama as highly successful, intelligent, and charismatic. What effect, if any, did the innumerable images of Obama and his family have on racial attitudes among whites? In The Obama Effect, Seth K. Goldman and Diana C. Mutz uncover persuasive evidence that white racial prejudice toward blacks significantly declined during the Obama campaign. Their innovative research rigorously examines how racial attitudes form, and whether they can be changed for the better.

The Obama Effect draws from a survey of 20,000 people, whom the authors interviewed up to five times over the course of a year. This panel survey sets the volume apart from most research on racial attitudes. From the summer of 2008 through Obama’s inauguration in 2009, there was a gradual but clear trend toward lower levels of white prejudice against blacks. Goldman and Mutz argue that these changes occurred largely without people’s conscious awareness. Instead, as Obama became increasingly prominent in the media, he emerged as an “exemplar” that countered negative stereotypes in the minds of white Americans. Unfortunately, this change in attitudes did not last. By 2010, racial prejudice among whites had largely returned to pre-2008 levels. Mutz and Goldman argue that news coverage of Obama declined substantially after his election, allowing other, more negative images of African Americans to re-emerge in the media. The Obama Effect arrives at two key conclusions: Racial attitudes can change even within relatively short periods of time, and how African Americans are portrayed in the mass media affects how they change.

While Obama’s election did not usher in a “post-racial America,” The Obama Effect provides hopeful evidence that racial attitudes can—and, for a time, did—improve during Obama’s campaign. The 1980 Census introduced a radical change in the measurement of ethnicity by gathering information on ancestry for all respondents, regardless of how long ago their forebears migrated to America, and by allowing respondents of mixed background to list more than one ancestry. While some findings lend support to the "melting pot" theory of assimilation (levels of educational attainment have become more comparable and ingroup marriage is declining), other findings suggest the persistence of pluralism (settlement patterns resist change and some current occupational patterns date from the turn of the century).

In these contradictions, and in the striking number of respondents who report no ethnic background or report it incorrectly, Lieberson and Waters find evidence of considerable ethnic flux and uncover the growing presence of a new, "unhyphenated American" ethnic strand in the fabric of national life.

Between 1975 and 2007, the American incarceration rate increased nearly fivefold, a historic increase that puts the United States in a league of its own among advanced economies. We incarcerate more people today than we ever have, and we stand out as the nation that most frequently uses incarceration to punish those who break the law. What factors explain the dramatic rise in incarceration rates in such a short period of time? In Why Are So Many Americans in Prison? Steven Raphael and Michael A. Raphael and Stoll carefully evaluate changes in crime patterns, enforcement practices and sentencing laws to reach a sobering conclusion: So many Americans are in prison today because we have chosen, through our public policies, to put them there. They dispel the notion that a rise in crime rates fueled the incarceration surge; in fact, crime rates have steadily declined to all-time lows.
