An investigation of policy preferences in the U.S. and how group opinion affects political representation. 

While it is often assumed that policymakers favor the interests of some citizens at the expense of others, it is not always evident when and how groups’ interests differ or what it means when they do. Who Gets Represented? challenges the usual assumption that the preferences of any one group—women, African Americans, or the middle class—are incompatible with the preferences of other groups. The book analyzes differences across income, education, racial, and partisan groups and investigates whether and how differences in group opinion matter with regard to political representation.

Part I examines opinions among social and racial groups. Relying on an innovative matching technique, contributors Marisa Abrajano and Keith Poole link respondents in different surveys to show that racial and ethnic groups do not, as previously thought, predictably embrace similar attitudes about social welfare. Katherine Cramer Walsh finds that, although preferences on health care policy and government intervention are often surprisingly similar across class lines, different income groups can maintain the same policy preferences for different reasons. Part II turns to how group interests translate into policy outcomes, with a focus on differences in representation between income groups. James Druckman and Lawrence Jacobs analyze Ronald Reagan’s response to private polling data during his presidency and show how different electorally significant groups—Republicans, the wealthy, religious conservatives—wielded disproportionate influence on Reagan’s policy positions. Christopher Wlezien and Stuart Soroka show that politicians’ responsiveness to the preferences of constituents within different income groups can be surprisingly even-handed. Analyzing data from 1876 to the present, Wesley Hussey and John Zaller focus on the important role of political parties, vis-à-vis constituents’ preferences, for legislators’ behavior.

Who Gets Represented? upends several long-held assumptions, among them the growing conventional wisdom that income plays in American politics and the assumption that certain groups will always—or will never—have common interests. Similarities among group opinions are as significant as differences for understanding political representation. Who Gets Represented? offers important and surprising answers
to the question it raises.

Over the last thirty years, the prison population in the United States has increased more than seven-fold to over two million people, including vastly disproportionate numbers of minorities and people with little education. For some racial and educational groups, incarceration has become a depressingly regular experience, and prison culture and influence pervade their communities. Almost 60 percent of black male high school drop-outs in their early thirties have spent time in prison. In Punishment and Inequality in America, sociologist Bruce Western explores the recent era of mass incarceration and the serious social and economic consequences it has wrought.

Punishment and Inequality in America dispels many of the myths about the relationships among crime, imprisonment, and inequality. While many people support the increase in incarceration because of recent reductions in crime, Western shows that the decrease in crime rates in the 1990s was mostly fueled by growth in city police forces and the pacification of the drug trade. Getting “tough on crime” with longer sentences only explains about 10 percent of the fall in crime, but has come at a significant cost. Punishment and Inequality in America reveals a strong relationship between incarceration and severely dampened economic prospects for former inmates. Western finds that because of their involvement in the penal system, young black men hardly benefited from the economic boom of the 1990s. Those who spent time in prison had much lower wages and employment rates than did similar men without criminal records. The losses from mass incarceration spread to the social sphere as well, leaving one out of ten young black children with a father behind bars by the end of the 1990s, thereby helping perpetuate the damaging cycle of broken families, poverty, and crime.

The recent explosion of imprisonment is exacting heavy costs on American society and exacerbating inequality. Whereas college or the military were once the formative institutions in young men’s lives, prison has increasingly usurped that role in many communities. Punishment and Inequality in America profiles how the growth in incarceration came about and the toll it is taking on the social and economic fabric of many American communities.

Since 1965 more immigrants have come to Los Angeles than anywhere else in the United States. These newcomers have rapidly and profoundly transformed the city's ethnic makeup and sparked heated debate over their impact on the region's troubled economy. Ethnic Los Angeles presents a multi-investigator study of L.A.'s immigrant population, exploring the scope, characteristics, and consequences of ethnic transition in the nation's second most populous urban center.

Using the wealth of information contained in the U.S. censuses of 1970, 1980, and 1990, essays on each of L.A.'s major ethnic groups tell who the immigrants are, where they come from, the skills they bring and their sources of employment, and the nature of their families and social networks. The contributors explain the history of legislation and economic change that made the city a magnet for immigration, and compare the progress of new immigrants to those of previous eras. Recent immigrants to Los Angeles follow no uniform course of adaptation, nor do they simply assimilate into the mainstream society. Instead, they have entered into distinct niches at both the high and low ends of the economic spectrum. While Asians and Middle Easterners have thrived within the medical and technical professions, low-skill newcomers from Central America provide cheap labor in light manufacturing industries.

As Ethnic Los Angeles makes clear, the city's future will depend both on how well its economy accommodates its diverse population, and on how that population adapts to economic changes. The more prosperous immigrants arrived already possessed of advanced educations and skills, but what does the future hold for less-skilled newcomers? Will their children be able to advance socially and economically, as the children of previous immigrants once did? The contributors examine the effect of racial discrimination, both in favoring low-skilled immigrant job seekers over African Americans, and in preventing the more successful immigrants and native-born ethnic groups from achieving full economic parity with whites.

Ethnic Los Angeles is an illuminating portrait of a city whose unprecedented changes are sure to be replicated in other urban areas as new concentrations of immigrants develop. In a time when the American family has undergone dramatic evolution, change among African Americans has been particularly rapid and acute. African Americans now marry later than any other major ethnic group, and while in earlier decades nearly 95 percent of black women eventually married, today 30 percent are expected to remain single. The black divorcee rate has increased nearly five-fold over the last thirty years, and is double the rate of the general population. The result, according to The Decline in Marriage Among African Americans, is a greater share of family responsibilities being borne by women, an increased vulnerability to poverty and violence, and an erosion of community ties.

The original, often controversial, research presented in this book links marital decline to a pivotal drop in the pool of marriageable black males. Increased joblessness has robbed many black men of their economic viability, rendering them not only less desirable as mates, but also less inclined to take on the responsibility of marriage. Higher death rates resulting from disease, poor health care, and violent crime, as well as evergrowing incarceration rates, have further depleted the male population. Editors M. Belinda Tucker and Claudia Mitchell-Kernan and the contributors take a hard look at the effects of chronic economic instability and cultural attitudes toward the male role as family provider. Their cogent historical analyses suggest that the influence of external circumstances over marriage preferences stems in large part from the profoundly damaging experience of slavery.

This book firmly positions declining marriage within an ominous cycle of economic and social erosion. The authors propose policies for relieving the problems associated the changing marital behavior, focusing on support for single parent families, public education, and increased employment for African American men.

Unemployment among black Americans is twice that of whites. Myriad theories have been put forward to explain the persistent employment gap between blacks and whites in the U.S. Structural theorists point to factors such as employer discrimination and the decline of urban manufacturing. Other researchers argue that African-American residents living in urban neighborhoods of concentrated poverty lack social networks that can connect them to employers. Still others believe that African-American culture fosters attitudes of defeatism and resistance to work. In Lone Pursuit, sociologist Sandra Susan Smith cuts through this thicket of competing explanations to examine the actual process of job searching in depth. Lone Pursuit reveals that unemployed African Americans living in the inner city are being let down by jobholding peers and government agencies who could help them find work, but choose not to.

Lone Pursuit is a pioneering ethnographic study of the experiences of low-skilled, black urban residents in Michigan as both jobseekers and jobholders. Smith surveyed 105 African-American men and women between the ages of 20 and 40, each of whom had no more than a high school diploma. She finds that mutual distrust thwarts cooperation between jobseekers and jobholders. Jobseekers do not lack social capital per se, but are often unable to make use of the network ties they have. Most jobholders express reluctance about referring their friends and relatives for jobs, fearful of jeopardizing their own reputations with employers. Rather than finding a culture of dependency, Smith discovered that her underprivileged subjects engage in a discourse of individualism. To justify denying assistance to their friends and relatives, jobholders characterize their unemployed peers as lacking in motivation and stress the importance of individual responsibility. As a result, many jobseekers, wary of being demeaned for their needy condition, hesitate to seek referrals from their peers. In a low-skill labor market where employers rely heavily on personal referrals, this go-it-alone approach is profoundly self-defeating. In her observations of a state job center, Smith finds similar distrust and non-cooperation between jobseekers and center staff members, who assume that young black men are unwilling to make an effort to find work. As private contractors hired by the state, the job center also seeks to meet performance quotas by screening out the riskiest prospects—black male and female jobseekers who face the biggest obstacles to employment and thus need the most help.

The problem of chronic black joblessness has resisted both the concerted efforts of policymakers and the proliferation of theories offered by researchers. By examining the roots of the African-American unemployment crisis from the vantage point of the everyday job-searching experiences of the urban poor, Lone Pursuit provides a novel answer to this decades-old puzzle.

By opening a window onto the experiences and evolving identities of individuals in these exceptionally diverse environments, we can gain a better understanding of the possibilities and challenges we face as a multicultural nation. The Diversity Challenge—the largest and most comprehensive study to date on college campus diversity—synthesizes over five years’ worth of research by an interdisciplinary team of experts to explore how a highly diverse environment and policies that promote cultural diversity affect social relations, identity formation, and a variety of racial and political attitudes. The result is a fascinating case study of the ways in which individuals grow and groups interact in a world where ethnic and racial difference is the norm.

The authors of The Diversity Challenge followed 2,000 UCLA students for five years in order to see how diversity affects identities, attitudes, and group conflicts over time. They found that racial prejudice generally decreased with exposure to the ethnically diverse college environment. Students who were randomly assigned to roommates of a different ethnicity developed more favorable attitudes toward students of different backgrounds, and the same associations held for friendship and dating patterns. By contrast, students who interacted mainly with others of similar backgrounds were more likely to exhibit bias toward others and perceive discrimination against their group. Likewise, the authors found that involvement in ethnically segregated student organizations sharpened perceptions of discrimination and aggravated conflict between groups. The Diversity Challenge also reports compelling new evidence that a strong ethnic identity can coexist with a larger community identity: students from all ethnic groups were equally likely to identify themselves as a part of the broader UCLA community. Overall, the authors note that on many measures, the racial and political attitudes of the students were remarkably consistent throughout the five year study. But the transformations that did take place provide us with a wealth of information on how diversity affects individuals, groups, and the cohesion of a community.

Theoretically informed and empirically grounded, The Diversity Challenge is an illuminating and provocative portrait of one of the most diverse college campuses in the nation. The story of multicultural UCLA has significant and far-reaching implications for our nation, as we face similar challenges—and opportunities—on a much larger scale.

The number of hours Americans work has received ample attention, but the issue of which hours—or days—Americans work has received much less scrutiny. Working in a 24/7 Economy provides a comprehensive overview of who works nonstandard schedules and why. Presser argues that the growth in women's employment, technological change, and other demographic changes over the past thirty years gave rise to the growing demand for late-shift and weekend employment in the service sector. She also demonstrates that most people who work these hours do so primarily because it is a job requirement, rather than a choice based on personal considerations. Presser shows that the consequences of working nonstandard schedules often differ for men and women since housework and child-rearing remain assigned primarily to women even when both spouses are employed. As with many other social problems, the burden of these schedules disproportionately affects the working poor, reflecting their lack of options in the workplace and adding to their disadvantage. Presser also documents how such work arrangements have created a new rhythm of daily life within many American families, including those with two earners and absent fathers. With spouses often not at home together in the evenings or nights, and parents often not at home with their children at such times, the relatively new concept of "home-time" has emerged as primary concern for families across the nation.

Employing a wealth of empirical data, Working in a 24/7 Economy shows that nonstandard work schedules are both highly prevalent among American families and generate a level of complexity in family functioning that demands greater public attention. Presser makes a convincing case for expanded research and meaningful policy initiatives to address this growing social phenomenon.

The degree of social and economic advantage or disadvantage that each community experiences—particularly its crime rate—is most often a reflection of which group is in the majority. As Ruth Peterson and Lauren Krivo note in Divergent Social Worlds, “Race, place, and crime are still inextricably linked in the minds of the public.” This book broadens the scope of single-city, black/white studies by using national data to compare local crime patterns in five racially distinct types of neighborhoods. Peterson and Krivo meticulously demonstrate how residential segregation creates and maintains inequality in neighborhood crime rates.

Based on the authors’ groundbreaking National Neighborhood Crime Study (NNCS), Divergent Social Worlds provides a more complete picture of the social conditions underlying neighborhood crime patterns than has ever before been drawn. The study includes economic, social, and local investment data for nearly nine thousand neighborhoods in eighty-seven cities, and the findings reveal a pattern across neighborhoods of racialized separation among unequal groups. Residential segregation reproduces existing privilege or disadvantage in neighborhoods—such as adequate or inadequate schools, political representation, and local business—increasing the potential for crime and instability in impoverished non-white areas yet providing few opportunities for residents to improve conditions or leave. And the numbers bear this out. Among urban residents, more than two-thirds of all whites, half of all African Americans, and one-third of Latinos live in segregated local neighborhoods. More than 90 percent of white neighborhoods have low poverty, but this is only true for one quarter of black, Latino, and minority areas. Of the five types of neighborhoods studied, African American communities experience violent crime on average at a rate five times that of their white counterparts, with violence rates for Latino, minority, and integrated neighborhoods falling between the two extremes.

Divergent Social Worlds lays to rest the popular misconception that persistently high crime rates in impoverished, non-white neighborhoods are merely the result of individual pathologies or, worse, inherent group criminality. Yet Peterson and Krivo also show that the reality of crime inequality in urban neighborhoods is no less alarming. Separate, the book emphasizes, is inherently unequal. Divergent Social Worlds lays the groundwork for closing the gap—and for next steps among organizers, policymakers, and future researchers.
