The rancorous debate over the future of Social Security reached a fever pitch in 2005 when President Bush unsuccessfully proposed a plan for private retirement accounts. Although efforts to reform Social Security seem to have reached an impasse, the long-term problem—the projected Social Security deficit—remains. In Pension Puzzles, sociologists Melissa Hardy and Lawrence Hazelrigg explain for a general audience the fiscal challenges facing Social Security and explore the larger political context of the Social Security debate.

Pension Puzzles cuts through the sloganeering of politicians in both parties, presenting Social Security’s technical problems evenhandedly and showing how the Social Security debate is one piece of a larger political struggle. Hardy and Hazelrigg strip away the ideological baggage to explicate the basic terms and concepts needed to understand the predicament of Social Security. They compare the cases for privatizing Social Security and for preserving the program in its current form with adjustments to taxes and benefits, and they examine the different economic projections assumed by proponents of each approach. In pursuit of its privatization agenda, Hardy and Hazelrigg argue, the Bush administration has misled the public on an issue that was already widely misunderstood. The authors show how privatization proponents have relied on dubious assumptions about future rates of return to stock market investments and about the average citizen’s ability to make informed investment decisions. In addition, the administration has painted the real but manageable shortfalls in Social Security revenue as a fiscal crisis. Projections of Social Security revenues and benefits by the Social Security Administration have treated revenues as fixed, when in fact they are determined by choices made by Congress. Ultimately, as Hardy and Hazelrigg point out, the clash over Social Security is about more than technical fiscal issues: it is part of the larger culture wars and the ideological struggle over what kind of social responsibilities and rights American citizens should have. This rancorous partisan wrangling, the alarmist talk about a “crisis” in Social Security, and the outright deception employed in this debate have all undermined the trust between citizens and government that is needed to restore the solvency of Social Security for future generations of retirees.

If trust is sometimes the rational response in interpersonal relations, then it can also be rational to distrust. Indeed, distrust is the preferred response when it protects against harm—as when parents do not entrust the safety of their child to a disreputable caretaker. Liberal political theory was largely founded on distrust of government, and the assumption that government cannot and should not be trusted led the framers of the U.S. constitution to establish a set of institutions explicitly designed to limit government power.

With contributions from political science, anthropology, economics, psychology, and philosophy, Distrust examines the complex workings of trust and distrust in personal relationships, groups, and international settings. Edna Ullman-Margalit succinctly defines distrust as the negation of trust, and examines the neutral state between the two responses in interpersonal relations. As Margalit points out, people typically defer judgment—while remaining mildly wary of another’s intentions—until specific grounds for trust or distrust become evident. In relations between nations, misplaced trust can lead to grievous harm, so nations may be inclined to act as though they distrust other nations more than they actually do. Editor Russell Hardin observes that the United States and the former Soviet Union secured a kind of institutionalized distrust—through the development of the nuclear deterrent system—that stabilized the relationship between the two countries for four decades. In another realm where distrust plays a prominent role, Margaret Levi, Matthew Moe, and Theresa Buckley show that since the National Labor Relations Board has not been able to overcome distrust between labor unions and employers, it strives to equalize the power held by each group in negotiations. Recapitulating liberal concerns about state power, Patrick Troy argues that citizen distrust keeps government regulation under scrutiny and is more beneficial to the public than unconditional trust.

Despite the diversity of contexts examined, the contributors reach remarkably similar conclusions about the important role of trust and distrust in relations between individuals, nations, and citizens and their governments. Distrust makes a significant contribution to the growing field of trust studies and provides a useful guide for further research.

What does it mean to "trust?" What makes us feel secure enough to place our confidence—even at times our welfare—in the hands of other people? Is it possible to "trust" an institution? What exactly do people mean when they claim to "distrust" their governments? As difficult as it may be to define, trust is essential to the formation and maintenance of a civil society. In Trust and Trustworthiness political scientist Russell Hardin addresses the standard theories of trust and articulates his own new and compelling idea: that much of what we call trust can be best described as "encapsulated interest."

Research into the roles of trust in our society has offered a broad range of often conflicting theories. Some theorists maintain that trust is a social virtue that cannot be reduced to strategic self-interest; others claim that trusting another person is ultimately a rational calculation based on information about that person and his or her incentives and motivations. Hardin argues that we place our trust in persons whom we believe to have strong reasons to act in our best interests. He claims that we are correct when we assume that the main incentive of those whom we trust is to maintain a relationship with us—whether it be for reasons of economic benefit or for love and friendship. Hardin articulates his theory using examples from a broad array of personal and social relationships, paying particular attention to explanations of the development of trusting relationships. He also examines trustworthiness and seeks to understand why people may behave in ways that violate their own self-interest in order to honor commitments they have made to others. The book also draws important distinctions between vernacular uses of "trust" and "trustworthiness," contrasting, for example, the type of trust (or distrust) we place in individuals with the trust we place in institutions

The growing number of immigrants living and working in America has become a controversial topic from classrooms to corporations and from kitchen tables to Capitol Hill. Many native-born Americans fear that competition from new arrivals will undermine the economic standing of low-skilled American workers, and that immigrants may not successfully integrate into the U.S. economy. In Color Lines, Country Lines, sociologist Lingxin Hao argues that the current influx of immigrants is changing America’s class structure, but not in the ways commonly believed.

Drawing on twenty years of national survey data, Color Lines, Country Lines investigates how immigrants are faring as they try to accumulate enough wealth to join the American middle class, and how, in the process, they are transforming historic links between race and socioeconomic status. Hao finds that disparities in wealth among immigrants are large and growing, including disparities among immigrants of the same race or ethnicity. Cuban immigrants have made substantially more progress than arrivals from the Dominican Republic, Chinese immigrants have had more success than Vietnamese or Korean immigrants, and Jamaicans have fared better than Haitians and immigrants from sub-Saharan Africa. Indeed, many of these immigrant groups have acquired more wealth than native-born Americans of the same race or ethnicity. Hao traces these diverging paths to differences in the political and educational systems of the immigrants’ home countries, as well as to preferential treatment of some groups by U.S. immigration authorities and the U.S. labor market. As a result, individuals’ country of origin increasingly matters more than their race in determining their prospects for acquiring wealth. In a novel analysis, Hao predicts that as large numbers of immigrants arrive in the United States every year, the variation in wealth within racial groups will continue to grow, reducing wealth inequalities between racial groups. If upward mobility remains restricted to only some groups, then the old divisions of wealth by race will gradually become secondary to new disparities based on country of origin. However, if the labor market and the government are receptive to all immigrant groups, then the assimilation of immigrants into the middle class will help diminish wealth inequality in society as a whole.

Immigrants’ assimilation into the American mainstream and the impact of immigration on the American economy are inextricably linked, and each issue can only be understood in light of the other. Color Lines, Country Lines shows why some immigrant groups are struggling to get by while others have managed to achieve the American dream and reveals the surprising ways in which immigration is reshaping American society.

With recent immigration at a near record high, many observers fear that African Americans, particularly those in low skill jobs, are increasingly losing out to immigrants in the American labor market. Because today's immigrants are largely non-European and non-white, there is also speculation that their presence will intensify the competition for housing and educational opportunities among minority groups. Help or Hindrance? probes the foundation of these concerns with the first comprehensive investigation into the effects of immigration on African Americans.

With detailed economic analysis of African American job prospects, benefits, and working conditions, Help or Hindrance? demonstrates that although immigration does not appear to have affected the actual employment rate of blacks, it has contributed slightly to the widening gap between the annual earnings of black and white males. Those near the lowest skills level appear most affected, suggesting that the most likely losers are workers with abilities similar to those of immigrants. Ethnically homogenous communities often do a better job than diverse communities of producing public goods such as satisfactory schools and health care, adequate sanitation, and low levels of crime. Coethnicity reports the results of a landmark study that aimed to find out why diversity has this cooperation-undermining effect. The study, conducted in a neighborhood of Kampala, Uganda, notable for both its high levels of diversity and low levels of public goods provision, hones in on the mechanisms that might account for the difficulties diverse societies often face in trying to act collectively.

The Mulago-Kyebando Community Study uses behavioral games to explore how the ethnicity of the person with whom one is interacting shapes social behavior. Hundreds of local participants interacted with various partners in laboratory games simulating real-life decisions involving the allocation of money and the completion of joint tasks. Many of the subsequent findings debunk long-standing explanations for diversity’s adverse effects. Contrary to the prevalent notion that shared preferences facilitate ethnic collective action, differences in goals and priorities among participants were not found to be structured along ethnic lines. Nor was there evidence that subjects favored the welfare of their coethnics over that of non-coethnics. When given the opportunity to act altruistically, individuals did not choose to benefit coethnics disproportionately when their actions were anonymous. Yet when anonymity was removed, subjects behaved very differently. With their actions publicly observed, subjects gave significantly more to coethnics, expected their partners to reciprocate, and expected that they would be sanctioned for a failure to cooperate. This effect was most pronounced among individuals who were otherwise least likely to cooperate. These results suggest that what may look like ethnic favoritism is, in fact, a set of reciprocity norms—stronger among coethnics than among non-coethnics—that make it possible for members of more homogeneous communities to take risks, invest, and cooperate without the fear of getting cheated. Such norms may be more subject to change than deeply held ethnic antipathies—a powerful finding for policymakers seeking to design social institutions in diverse societies.

Research on ethnic diversity typically draws on either experimental research or field work. Coethnicity does both. By taking the crucial step from observation to experimentation, this study marks a major breakthrough in the study of ethnic diversity.

In the process, they debated the methodological issues that arose from their interdisciplinary perspectives. The New Economic Sociology provides an overview of these debates and assesses the state of the burgeoning discipline. The contributors summarize economic sociology's accomplishments to date, identifying key theoretical problems and opportunities, and formulating strategies for future research in the field.

The book opens with an introduction to the main debates and conceptual approaches in economic sociology. Contributor Neil Fligstein suggests that the current resurgence of interest in economic sociology is due to the way it brings together many sociological subdisciplines including the study of markets, households, labor markets, stratification, networks, and culture. Other contributors examine the role of economic phenomena from a network perspective. Ron Burt, for example, demonstrates how social relationships affect competitive dynamics in the marketplace. A third set of chapters addresses the role of gender in economic sociology. In her chapter, Barbara Reskin rethinks conventional notions about discrimination and points out that the law only covers one type of discrimination, while in recent years social scientists have uncovered other forms of hidden discrimination, which must be addressed as well. The New Economic Sociology also addresses the problem of economic development and change from a sociological perspective. Alejandro Portes and Margarita Mooney elaborate on one of the key emerging concepts in economic sociology, arguing that social capital—as an attribute of communities and regions—can contribute to economic and social well-being by fostering collaboration and entrepreneurship.

The contributors concur that economic action must be interpreted through the cultural understandings that lend it stability and meaning. By rendering these often complex debates accessible, The New Economic Sociology makes a significant contribution to this still rapidly developing field, and provides a useful guide for future avenues of research.

Over the past three decades, job training programs have proliferated in response to mounting problems of unemployment, poverty, and expanding welfare rolls. These programs and the institutions that administer them have grown to a number and complexity that make it increasingly difficult for policymakers to interpret their effectiveness. Learning to Work offers a comprehensive assessment of efforts to move individuals into the workforce, and explains why their success has been limited.

Learning to Work offers a complete history of job training in the United States, beginning with the Department of Labor's manpower development programs in the1960s and detailing the expansion of services through the Comprehensive Employment and Training Act in the 1970s and the Job Training Partnership Act in the 1980s.Other programs have sprung from the welfare system or were designed to meet the needs of various state and corporate development initiatives. The result is a complex mosaic of welfare-to-work, second-chance training, and experimental programs, all with their own goals, methodology, institutional administration, and funding.

Learning to Work examines the findings of the most recent and sophisticated job training evaluations and what they reveal for each type of program. Which agendas prove most effective? Do their effects last over time? How well do programs benefit various populations, from welfare recipients to youths to displaced employees in need of retraining? The results are not encouraging. Many programs increase employment and reduce welfare dependence, but by meager increments, and the results are often temporary. On average most programs boosted earnings by only $200 to $500 per year, and even these small effects tended to decay after four or five years. Overall, job training programs moved very few individuals permanently off welfare, and provided no entry into a middle-class occupation or income.

Learning to Work provides possible explanations for these poor results, citing the limited scope of individual programs, their lack of linkages to other programs or job-related opportunities, the absence of academic content or solid instructional methods, and their vulnerability to local political interference. Author Norton Grubb traces the root of these problems to the inherent separation of job training programs from the more successful educational system. He proposes consolidating the two domains into a clearly defined hierarchy of programs that combine school- and work-based instruction and employ proven methods of student-centered, project-based teaching. By linking programs tailored to every level of need and replacing short-term job training with long-term education, a system could be created to enable individuals to achieve increasing levels of economic success.

The problems that job training programs address are too serious to ignore. Learning to Work tells us what's wrong with job training today, and offers a practical vision for reform.
