In 1996, President Bill Clinton hailed the “end of welfare as we know it” when he signed the Personal Responsibility and Work Opportunity Act. The law effectively transformed the nation’s welfare system from an entitlement to a work-based one, instituting new time limits on welfare payments and restrictions on public assistance for legal immigrants. In They Say Cutback, We Say Fight Back, Ellen Reese offers a timely review of welfare reform and its controversial design, now sorely tested in the aftermath of the Great Recession. The book also chronicles the largely untold story of a new grassroots coalition that opposed the law and continues to challenge and reshape its legacy.

While most accounts of welfare policy highlight themes of race, class and gender, They Say Cutback examines how welfare recipients and their allies contested welfare reform from the bottom-up. Using in-depth case studies of campaigns in Wisconsin and California, Reese argues that a crucial phase in policymaking unfolded after the bill’s passage. As counties and states set out to redesign their welfare programs, activists scored significant victories by lobbying officials at different levels of American government through media outreach, protests and organizing. Such efforts tended to enjoy more success when based on broad coalitions that cut across race and class, drawing together a shifting alliance of immigrants, public sector unions, feminists, and the poor. The book tracks the tensions and strategies of this unwieldy group brought together inadvertently by their opposition to four major aspects of welfare reform: immigrants’ benefits, welfare-to-work policies, privatization of welfare agencies, and child care services. Success in scoring reversals was uneven and subject to local demographic, political and institutional factors. In California, for example, workfare policies created a large and concentrated pool of new workers that public sector unions could organize in campaigns to change policies. In Wisconsin, by contrast, such workers were scattered and largely placed in private sector jobs, leaving unions at a disadvantage. Large Latino and Asian immigrant populations in California successfully lobbied to restore access to public assistance programs, while mobilization in Wisconsin remained more limited. On the other hand, the unionization of child care providers succeeded in Wisconsin – but failed in California – because of contrasting gubernatorial politics. With vivid descriptions of the new players and alliances in each of these campaigns, Reese paints a nuanced and complex portrait of the modern American welfare state.

At a time when more than 40 million Americans live in poverty, They Say Cutback offers a sobering assessment of the nation’s safety net. As policymakers confront budget deficits and a new era of austerity, this book provides an authoritative guide for both scholars and activists looking for lessons to direct future efforts to change welfare policy.

Suzanne Mettler explains how Obama succeeded in reorienting higher education policy by shifting loan administration from lenders to the federal government and extending generous tax tuition credits. Reaching for a New Deal also examines the domains in which Obama has used administrative action to further reforms in schools and labor law. Still Connected challenges such concerns by asking a simple yet significant question: have Americans’ bonds with family and friends changed since the 1970s, and, if so, how? Noted sociologist Claude Fischer examines long-term trends in family ties and friendships and paints an insightful and ultimately reassuring portrait of Americans’ personal relationships.

Still Connected analyzes forty years of survey research to address whether and how Americans’ personal ties have changed—their involvement with relatives, the number of friends they have and their contacts with those friends, the amount of practical and emotional support they are able to count on, and how emotionally tied they feel to these relationships. The book shows that Americans today have fewer relatives than they did forty years ago and that formal gatherings have declined over the decades—at least partially as a result of later marriages and more women in the work force. Yet neither the overall quantity of personal relationships nor, more importantly, the quality of those relationships has diminished. Americans’ contact with relatives and friends, as well as their feelings of emotional connectedness, has changed relatively little since the 1970s. Although Americans are marrying later and single people feel lonely, few Americans report being socially isolated and the percentage who do has not really increased.

Fischer maintains that this constancy testifies to the value Americans place on family and friends and to their willingness to adapt to changing circumstances in ways that sustain their social connections. For example, children now often have schedules as busy as their parents. Yet today’s parents spend more quality time with their children than parents did forty years ago—although less in the form of organized home activities and more in the form of accompanying them to play dates or sports activities. And those family meals at home that seem to be disappearing? While survey research shows that families dine at home together less often, it also shows that they dine out together more often.

Americans are fascinated by the quality of their relationships with family and friends and whether these bonds fray or remain stable over time. With so many voices heralding the demise of personal relationships, it’s no wonder that confusion on this topic abounds. An engrossing and accessible social history, Still Connected brings a much-needed note of clarity to the discussion. Americans’ personal ties, this book assures us, remain strong.

The first permanent Board of Health in the United States was created in response to a cholera outbreak in New York City in 1866. By the mid-twentieth century, thanks to landmark achievements in vaccinations, medical data collection, and community health, the NYC Department of Health had become the nation’s gold standard for public health. However, as the city’s population grew in number and diversity, the department struggled to balance its efforts between the treatment of diseases—such as AIDS, tuberculosis, and West Nile Virus—and the prevention of illness-causing factors like lead paint, heroin addiction, homelessness, smoking, and unhealthy foods. In Epidemic City, historian of public health James Colgrove chronicles the challenges faced by the health department since New York City’s mid-twentieth-century “peak” in public health provision. This insightful volume draws on archival research and oral histories to examine how the provision of public health has adapted to the competing demands of diverse public needs, public perceptions, and political pressure.

Epidemic City analyzes the perspectives and efforts of the people responsible for the city’s public health from the 1960s to the present—a time that brought new challenges, such as budget and staffing shortages, and new threats like bioterrorism. Faced with controversies such as needle exchange programs and AIDS reporting, the health department struggled to maintain a delicate balance between its primary focus on illness prevention and the need to ensure public and political support for its activities. In the past decade, after the 9/11 attacks and bioterrorism scares partially diverted public health efforts from illness prevention to threat response, Mayor Michael Bloomberg and Health Commissioner Thomas Frieden were still able to pass New York’s Clean Indoor Air Act restricting smoking and significant regulations on trans-fats used by restaurants. This legislation—preventative in nature much like the department’s original sanitary code—reflects a return to the nineteenth century roots of public health, when public health measures were often overtly paternalistic. The assertive laws conceived by Frieden and executed by Bloomberg demonstrate how far the mandate of public health can extend when backed by committed government officials.

Epidemic City provides a compelling historical analysis of the individuals and groups tasked with negotiating the fine line between public health and political considerations. By examining the department’s successes and failures during the ambitious social programs of the 1960s, the fiscal crisis of the 1970s, the struggles with poverty and homelessness in the 1980s and 1990s, and in the post-9/11 era, Epidemic City shows how the NYC Department of Health has defined the role and scope of public health services for the entire nation.

The United States was founded on the principle of equal opportunity for all, and this ethos continues to inform the nation’s collective identity. In reality, however, absolute equality is elusive. The gap between rich and poor has widened in recent decades, and the United States has the highest level of economic inequality of any developed country. Social class and other differences in status reverberate throughout American life, and prejudice based on another’s perceived status persists among individuals and groups. In Envy Up, Scorn Down, noted social psychologist Susan Fiske examines the psychological underpinnings of interpersonal and intergroup comparisons, exploring why we compare ourselves to those both above and below us and analyzing the social consequences of such comparisons in day-to-day life.

What motivates individuals, groups, and cultures to envy the status of some and scorn the status of others? Who experiences envy and scorn most? Envy Up, Scorn Down marshals a wealth of recent psychological studies as well as findings based on years of Fiske’s own research to address such questions. She shows that both envy and scorn have distinctive biological, emotional, cognitive, and behavioral characteristics. And though we are all “wired” for comparison, some individuals are more vulnerable to these motives than others. Dominant personalities, for example, express envy toward high-status groups such as the wealthy and well-educated, and insecurity can lead others to scorn those perceived to have lower status, such as women, minorities, or the disabled. Fiske shows that one’s race or ethnicity, gender, and education all correlate with perceived status. Regardless of whether one is accorded higher or lower status, however, all groups rank their members, and all societies rank the various groups within them. We rate each group as either friend or foe, able or unable, and accordingly assign them the traits of warmth or competence. The majority of groups in the United States are ranked either warm or competent but not both, with extreme exceptions: the homeless or the very poor are considered neither warm nor competent. Societies across the globe view older people as warm but incompetent. Conversely, the very rich are generally considered cold but highly competent. Envy Up, Scorn Down explores the nuances of status hierarchies and their consequences and shows that such prejudice in its most virulent form dehumanizes and can lead to devastating outcomes—from the scornful neglect of the homeless to the envious anger historically directed at Tutsis in Rwanda or Jews in Europe.

Individuals, groups, and even cultures will always make comparisons between and among themselves. Envy Up, Scorn Down is an accessible and insightful examination of drives we all share and the prejudice that can accompany comparison. The book deftly shows that understanding envy and scorn—and seeking to mitigate their effects—can prove invaluable to our lives, our relationships, and our society.

There are now nearly four million children born in the United States who have undocumented immigrant parents. In the current debates around immigration reform, policymakers often view immigrants as an economic or labor market problem to be solved, but the issue has a very real human dimension. Immigrant parents without legal status are raising their citizen children under stressful work and financial conditions, with the constant threat of discovery and deportation that may narrow social contacts and limit participation in public programs that might benefit their children. Immigrants Raising Citizens offers a compelling description of the everyday experiences of these parents, their very young children, and the consequences these experiences have on their children’s development.

Immigrants Raising Citizens challenges conventional wisdom about undocumented immigrants, viewing them not as lawbreakers or victims, but as the parents of citizens whose adult productivity will be essential to the nation’s future. The book’s findings are based on data from a three-year study of 380 infants from Dominican, Mexican, Chinese, and African American families, which included in-depth interviews, in-home child assessments, and parent surveys. The book shows that undocumented parents share three sets of experiences that distinguish them from legal-status parents and may adversely influence their children’s development: avoidance of programs and authorities, isolated social networks, and poor work conditions. Fearing deportation, undocumented parents often avoid accessing valuable resources that could help their children’s development—such as access to public programs and agencies providing child care and food subsidies. At the same time, many of these parents are forced to interact with illegal entities such as smugglers or loan sharks out of financial necessity. Undocumented immigrants also tend to have fewer reliable social ties to assist with child care or share information on child-rearing. Compared to legal-status parents, undocumented parents experience significantly more exploitive work conditions, including long hours, inadequate pay and raises, few job benefits, and limited autonomy in job duties. These conditions can result in ongoing parental stress, economic hardship, and avoidance of center-based child care—which is directly correlated with early skill development in children. The result is poorly developed cognitive skills, recognizable in children as young as two years old, which can negatively impact their future school performance and, eventually, their job prospects.

Immigrants Raising Citizens has important implications for immigration policy, labor law enforcement, and the structure of community services for immigrant families. In addition to low income and educational levels, undocumented parents experience hardships due to their status that have potentially lifelong consequences for their children. With nothing less than the future contributions of these children at stake, the book presents a rigorous and sobering argument that the price for ignoring this reality may be too high to pay.

Transnational adoption was once a rarity in the United States, but Americans have been choosing to adopt children from abroad with increasing frequency since the mid-twentieth century. Korean adoptees make up the largest share of international adoptions—25 percent of all children adopted from outside the United States—but they remain understudied among Asian American groups. What kind of identities do adoptees develop as members of American families and in a cultural climate that often views them as foreigners? Choosing Ethnicity, Negotiating Race is the only study of this unique population to collect in-depth interviews with a multigenerational, random sample of adult Korean adoptees. The book examines how Korean adoptees form their social identities and compares them to native-born Asian Americans who are not adopted.

How do American stereotypes influence the ways Korean adoptees identify themselves? Does the need to explore a Korean cultural identity—or the absence of this need—shift according to life stage or circumstance? In Choosing Ethnicity, Negotiating Race, sixty-one adult Korean adoptees—representing different genders, social classes, and communities—reflect on early childhood, young adulthood, their current lives, and how they experience others’ perceptions of them. The authors find that most adoptees do not identify themselves strongly in ethnic terms, although they will at times identify as Korean or Asian American in order to deflect questions from outsiders about their cultural backgrounds. Indeed, Korean adoptees are far less likely than their non-adopted Asian American peers to explore their ethnic backgrounds by joining ethnic organizations or social networks. Adoptees who do not explore their ethnic identity early in life are less likely ever to do so—citing such causes as general aversion, lack of opportunity, or the personal insignificance of race, ethnicity, and adoption in their lives. Nonetheless, the choice of many adoptees not to identify as Korean or Asian American does not diminish the salience of racial stereotypes in their lives. Korean adoptees must continually navigate society’s assumptions about Asian Americans regardless of whether they chose to identify ethnically.

Choosing Ethnicity, Negotiating Race is a crucial examination of this little-studied American population and will make informative reading for adoptive families, adoption agencies, and policymakers. The authors demonstrate that while race is a social construct, its influence on daily life is real. This book provides an insightful analysis of how potent this influence can be—for transnational adoptees and all Americans.

How to House the Homeless, editors Ingrid Gould Ellen and Brendan O’Flaherty propose that the answers entail rethinking how housing markets operate and developing more efficient interventions in existing service programs. The book critically reassesses where we are now, analyzes the most promising policies and programs going forward, and offers a new agenda for future research.

How to House the Homeless makes clear the inextricable link between homelessness and housing policy. Contributor Jill Khadduri reviews the current residential services system and housing subsidy programs. For the chronically homeless, she argues, a combination of assisted housing approaches can reach the greatest number of people and, specifically, an expanded Housing Choice Voucher system structured by location, income, and housing type can more efficiently reach people at-risk of becoming homeless and reduce time spent homeless. Robert Rosenheck examines the options available to homeless people with mental health problems and reviews the cost-effectiveness of five service models: system integration, supported housing, clinical case management, benefits outreach, and supported employment. He finds that only programs that subsidize housing make a noticeable dent in homelessness, and that no one program shows significant benefits in multiple domains of life.

Contributor Sam Tsemberis assesses the development and cost-effectiveness of the Housing First program, which serves mentally ill homeless people in more than four hundred cities. He asserts that the program’s high housing retention rate and general effectiveness make it a viable candidate for replication across the country. Steven Raphael makes the case for a strong link between homelessness and local housing market regulations—which affect housing affordability—and shows that the problem is more prevalent in markets with stricter zoning laws. Finally, Brendan O’Flaherty bridges the theoretical gap between the worlds of public health and housing research, evaluating the pros and cons of subsidized housing programs and the economics at work in the rental housing market and home ownership. Ultimately, he suggests, the most viable strategies will serve as safety nets—“social insurance”—to reach people who are homeless now and to prevent homelessness in the future.

It is crucial that the links between effective policy and the whole cycle of homelessness—life conditions, service systems, and housing markets—be made clear now. With a keen eye on the big picture of housing policy, How to House the Homeless shows what works and what doesn’t in reducing the numbers of homeless and reaching those most at risk.

Deindustrialization in the United States has triggered record-setting joblessness in manufacturing centers from Detroit to Baltimore. At the same time, global competition and technological change have actually stimulated both new businesses and new jobs. The jury is still out, however, on how many of these positions represent a significant source of long-term job quality and security. Where Are All the Good Jobs Going? addresses the most pressing questions for today’s workers: whether the U.S. labor market can still produce jobs with good pay and benefits for the majority of workers and whether these jobs can remain stable over time.

What constitutes a “good” job, who gets them, and are they becoming more or less secure? Where Are All the Good Jobs Going? examines U.S. job quality and volatility from the perspectives of both workers and employers. The authors analyze the Longitudinal Employer Household Dynamics (LEHD) data compiled by the U.S. Census Bureau, and the book covers data for twelve states during twelve years, 1992–2003, resulting in an unprecedented examination of workers and firms in several industries over time.

Counter to conventional wisdom, the authors find that good jobs are not disappearing, but their character and location have changed. The market produces fewer good jobs in manufacturing and more in professional services and finance. Not surprisingly, the best jobs with the highest pay still go to the most educated workers. The most vulnerable workers—older, low-income, and low-skilled—work in the most insecure environments where they can be easily downsized or displaced by a fickle labor market. A higher federal minimum wage and increased unionization can contribute to the creation of well paying jobs. So can economic strategies that help smaller metropolitan areas support new businesses. These efforts, however, must function in tandem with policies that prepare workers for available positions, such as improving general educational attainment and providing career education.

Where Are All the Good Jobs Going? makes clear that future policies will need to address not only how to produce good jobs but how to produce good workers. This cohesive study takes the necessary first steps with a sensible approach to the needs of workers and the firms that hire them.

Who Gets Represented? challenges the usual assumption that the preferences of any one group—women, African Americans, or the middle class—are incompatible with the preferences of other groups. The book analyzes differences across income, education, racial, and partisan groups and investigates whether and how differences in group opinion matter with regard to political representation.

Part I examines opinions among social and racial groups. Relying on an innovative matching technique, contributors Marisa Abrajano and Keith Poole link respondents in different surveys to show that racial and ethnic groups do not, as previously thought, predictably embrace similar attitudes about social welfare. Katherine Cramer Walsh finds that, although preferences on health care policy and government intervention are often surprisingly similar across class lines, different income groups can maintain the same policy preferences for different reasons. Part II turns to how group interests translate into policy outcomes, with a focus on differences in representation between income groups. James Druckman and Lawrence Jacobs analyze Ronald Reagan’s response to private polling data during his presidency and show how different electorally significant groups—Republicans, the wealthy, religious conservatives—wielded disproportionate influence on Reagan’s policy positions. Christopher Wlezien and Stuart Soroka show that politicians’ responsiveness to the preferences of constituents within different income groups can be surprisingly even-handed. Analyzing data from 1876 to the present, Wesley Hussey and John Zaller focus on the important role of political parties, vis-à-vis constituents’ preferences, for legislators’ behavior.

Who Gets Represented? upends several long-held assumptions, among them the growing conventional wisdom that income plays in American politics and the assumption that certain groups will always—or will never—have common interests. Similarities among group opinions are as significant as differences for understanding political representation. Who Gets Represented? offers important and surprising answers
to the question it raises.
