Once primarily used in medical clinical trials, random assignment experimentation is now accepted among social scientists across a broad range of disciplines. Drawing from their extensive experience evaluating welfare reform programs, noted scholar practitioners Judith M. Gueron and Howard Rolston portray randomized experiments as a vital research tool to assess the impact of social policy. In a random assignment experiment, participants are sorted into either a treatment group that participates in a particular program, or a control group that does not. Because the groups are randomly selected, they do not differ from one another systematically. Therefore any subsequent differences between the groups can be attributed to the influence of the program or policy. The theory is elegant and persuasive, but many scholars worry that such an experiment is too difficult or expensive to implement in the real world. Can a control group be truly insulated from the treatment policy? Would staffers comply with the random allocation of participants? Would the findings matter?

Fighting for Reliable Evidence recounts the experiments that helped answer these questions, starting with the income maintenance experiments and the Supported Work project in the 1960s and 1970s. Gueron and Rolston argue that a crucial turning point came during the 1980s, when Congress allowed states to experiment with welfare programs and foundations, states, and the federal government funded larger randomized trials to assess the impact of these reforms. As they trace these historical shifts, Gueron and Rolston discuss the ways that strategies for resolving theoretical and practical problems were developed, and they highlight the strict conditions required to execute a randomized experiment successfully. Authors Clem Brooks and Jeff Manza provocatively argue that American opinion, despite traditionally showing strong support for civil liberties, exhibits a “dark side” that tolerates illiberal policies in the face of a threat. Surveillance of American citizens, heightened airport security, the Patriot Act and targeted assassinations enjoy broad support among Americans, and these preferences have remained largely stable over the past decade. There are, however, important variations: Waterboarding and torture receive notably low levels of support, and counterterrorism activities sanctioned by formal legislation, as opposed to covert operations, tend to draw more favor. To better evaluate these trends, Whose Rights? examines the concept of “threat-priming” and finds that getting people to think about the specter of terrorism bolsters anew their willingness to support coercive measures. A series of experimental surveys also yields fascinating insight into the impact of national identity cues. When respondents are primed to think that American citizens would be targeted by harsh counterterrorism policies, support declines significantly. On the other hand, groups such as Muslims, foreigners, and people of Middle Eastern background elicit particularly negative attitudes and increase support for counterterrorism measures. Under the right conditions, Brooks and Manza show, American support for counterterrorism activities can be propelled upward by simple reminders of past terrorism plots and communication about disliked external groups.

Whose Rights? convincingly argues that mass opinion plays a central role in the politics of contemporary counterterrorism policy. With their clarity and compelling evidence, Brooks and Manza offer much-needed insight into the policy responses to the defining conflict of our age and the psychological impact of terrorism.

Liberal theory and human rights law recognize the right of minority groups to maintain their unique cultural identity. Majority groups have not, thus far, been assumed to have need of a similar right. Receiving societies initially expected immigrants to become similar to natural-born citizens by a long residency requirement. However, immigrants often concentrate geographically and maintain close ties with their home country, creating communities that physically reside inside the country, but culturally remain outside.

Many Americans, holding fast to the American Dream and the promise of equal opportunity, claim that social class doesn't matter. For African American men without a high school diploma, being in prison or jail is more common than being employed—a sobering reality that calls into question post-Civil Rights era social gains. Nearly 70 percent of young black men will be imprisoned at some point in their lives, and poor black men with low levels of education make up a disproportionate share of incarcerated Americans. In Invisible Men, sociologist Becky Pettit demonstrates another vexing fact of mass incarceration: most national surveys do not account for prison inmates, a fact that results in a misrepresentation of U.S. political, economic, and social conditions in general and black progress in particular. Invisible Men provides an eye-opening examination of how mass incarceration has concealed decades of racial inequality.

Pettit marshals a wealth of evidence correlating the explosion in prison growth with the disappearance of millions of black men into the American penal system. She shows that, because prison inmates are not included in most survey data, statistics that seemed to indicate a narrowing black-white racial gap—on educational attainment, work force participation, and earnings—instead fail to capture persistent racial, economic, and social disadvantage among African Americans. Federal statistical agencies, including the U.S. Census Bureau, collect surprisingly little information about the incarcerated, and inmates are not included in household samples in national surveys. As a result, these men are invisible to most mainstream social institutions, lawmakers, and nearly all social science research that isn't directly related to crime or criminal justice. Since merely being counted poses such a challenge, inmates' lives—including their family background, the communities they come from, or what happens to them after incarceration—are even more rarely examined. And since correctional budgets provide primarily for housing and monitoring inmates, with little left over for job training or rehabilitation, a large population of young men are not only invisible to society while in prison but also ill-equipped to participate upon release.

Invisible Men provides a vital reality check for social researchers, lawmakers, and anyone who cares about racial equality. The book shows that more than a half century after the first civil rights legislation, the dismal fact of mass incarceration inflicts widespread and enduring damage by undermining the fair allocation of public resources and political representation, by depriving the children of inmates of their parents' economic and emotional participation, and, ultimately, by concealing African American disadvantage from public view.

American fathers are a highly diverse group, but the breadwinning, live-in, biological dad prevails as the fatherhood ideal. Consequently, policymakers continue to emphasize marriage and residency over initiatives that might help foster healthy father-child relationships and creative co-parenting regardless of marital or residential status. In Nurturing Dads, William Marsiglio and Kevin Roy explore the ways new initiatives can address the social, cultural, and economic challenges men face in contemporary families and foster more meaningful engagement between many different kinds of fathers and their children.

What makes a good father? The firsthand accounts in Nurturing Dads show that the answer to this question varies widely and in ways that counter the mainstream "provide and reside" model of fatherhood. Marsiglio and Roy document the personal experiences of more than three hundred men from a wide range of socioeconomic backgrounds and diverse settings, including fathers-to-be, young adult fathers, middle-class dads, stepfathers, men with multiple children in separate families, and fathers in correctional facilities. They find that most dads express the desire to have strong, close relationships with their children and to develop the nurturing skills to maintain these bonds. But they also find that disadvantaged fathers, including young dads and those in constrained financial and personal circumstances, confront myriad structural obstacles, such as poverty, inadequate education, and poor job opportunities.

Nurturing Dads asserts that society should help fathers become more committed and attentive caregivers and that federal and state agencies, work sites, grassroots advocacy groups, and the media all have roles to play. Recent efforts to introduce state-initiated paternity leave should be coupled with social programs that encourage fathers to develop unconditional commitments to children, to co-parent with mothers, to establish partnerships with their children's other caregivers, and to develop parenting skills and resources before becoming fathers via activities like volunteering and mentoring kids. Ultimately, Marsiglio and Roy argue, such combined strategies would not only change the policy landscape to promote engaged fathering but also change the cultural landscape to view nurturance as a fundamental aspect of good fathering.

Care is a human experience—not just a woman's responsibility—and this core idea behind Nurturing Dads holds important implications for how society supports its families and defines manhood. The book promotes the progressive notion that fathers should provide more than financial support and, in the process, bring about a better start in life for their children.

In the long history of warfare and cultural and ethnic violence, the twentieth century was exceptional for producing institutions charged with seeking accountability or redress for violent offenses and human rights abuses across the globe, often forcing nations to confront the consequences of past atrocities. The Holocaust ended with trials at Nuremberg, apartheid in South Africa concluded with the Truth and Reconciliation Commission, and the Gacaca courts continue to strive for closure in the wake of the Rwandan genocide. Despite this global trend toward accountability, American collective memory appears distinct in that it tends to glorify the nation’s past, celebrating triumphs while eliding darker episodes in its history. In American Memories, sociologists Joachim Savelsberg and Ryan King rigorously examine how the United States remembers its own and others’ atrocities and how institutional responses to such crimes, including trials and tribunals, may help shape memories and perhaps impede future violence.

American Memories uses historical and media accounts, court records, and survey research to examine a number of atrocities from the nation’s past, including the massacres of civilians by U.S. military in My Lai, Vietnam, and Haditha, Iraq. The book shows that when states initiate responses to such violence—via criminal trials, tribunals, or reconciliation hearings—they lay important groundwork for how such atrocities are viewed in the future. Trials can serve to delegitimize violence—even by a nation’s military— by creating a public record of grave offenses. But the law is filtered by and must also compete with other institutions, such as the media and historical texts, in shaping American memory. Savelsberg and King show, for example, how the My Lai slayings of women, children, and elderly men by U.S. soldiers have been largely eliminated from or misrepresented in American textbooks, and the army’s reputation survived the episode untarnished. The American media nevertheless evoked the killings at My Lai in response to the murder of twenty-four civilian Iraqis in Haditha, during the war in Iraq. Since only one conviction was obtained for the My Lai massacre, and convictions for the killings in Haditha seem increasingly unlikely, Savelsberg and King argue that Haditha in the near past is now bound inextricably to My Lai in the distant past. With virtually no criminal convictions, and none of higher ranks for either massacre, both events will continue to be misrepresented in American memory. In contrast, the book examines American representations of atrocities committed by foreign powers during the Balkan wars, which entailed the prosecution of ranking military and political leaders. The authors analyze news accounts of the war’s events and show how articles based on diplomatic sources initially cast Serbian President Slobodan Milosevic in a less negative light, but court-based accounts increasingly portrayed Milosevic as a criminal, solidifying his image for the public record.

American Memories provocatively suggests that a nation’s memories don’t just develop as a rejoinder to events—they are largely shaped by institutions. In the wake of atrocities, how a state responds has an enduring effect and provides a moral framework for whether and how we remember violent transgressions. Savelsberg and King deftly show that such responses can be instructive for how to deal with large-scale violence in the future, and hopefully how to deter it.

How to House the Homeless, editors Ingrid Gould Ellen and Brendan O’Flaherty propose that the answers entail rethinking how housing markets operate and developing more efficient interventions in existing service programs. The book critically reassesses where we are now, analyzes the most promising policies and programs going forward, and offers a new agenda for future research.

How to House the Homeless makes clear the inextricable link between homelessness and housing policy. Contributor Jill Khadduri reviews the current residential services system and housing subsidy programs. For the chronically homeless, she argues, a combination of assisted housing approaches can reach the greatest number of people and, specifically, an expanded Housing Choice Voucher system structured by location, income, and housing type can more efficiently reach people at-risk of becoming homeless and reduce time spent homeless. Robert Rosenheck examines the options available to homeless people with mental health problems and reviews the cost-effectiveness of five service models: system integration, supported housing, clinical case management, benefits outreach, and supported employment. He finds that only programs that subsidize housing make a noticeable dent in homelessness, and that no one program shows significant benefits in multiple domains of life.

Contributor Sam Tsemberis assesses the development and cost-effectiveness of the Housing First program, which serves mentally ill homeless people in more than four hundred cities. He asserts that the program’s high housing retention rate and general effectiveness make it a viable candidate for replication across the country. Steven Raphael makes the case for a strong link between homelessness and local housing market regulations—which affect housing affordability—and shows that the problem is more prevalent in markets with stricter zoning laws. Finally, Brendan O’Flaherty bridges the theoretical gap between the worlds of public health and housing research, evaluating the pros and cons of subsidized housing programs and the economics at work in the rental housing market and home ownership. Ultimately, he suggests, the most viable strategies will serve as safety nets—“social insurance”—to reach people who are homeless now and to prevent homelessness in the future.

It is crucial that the links between effective policy and the whole cycle of homelessness—life conditions, service systems, and housing markets—be made clear now. With a keen eye on the big picture of housing policy, How to House the Homeless shows what works and what doesn’t in reducing the numbers of homeless and reaching those most at risk.

Nearly three decades after the passage of the Fair Housing Act, illegal housing discrimination against blacks and Hispanics remains rampant in the United States. Closed Doors, Opportunities Lost reports on a landmark nationwide investigation of real estate brokers, comparing their treatment of equally qualified white, black, and Hispanic customers. The study reveals pervasive discrimination. Real estate brokers showed 25 percent fewer homes to the minority buyers, and loan agencies were 60 percent more likely to turn down minority applicants. Realtors and lenders also charged higher prices to minority buyers, withheld or gave insufficient financial and application information, and showed them homes only in non-white neighborhoods. Residents of minority neighborhoods faced further difficulties trying to sell their homes or obtain housing credit and homeowner's insurance.

Economist John Yinger provides a lucid account of these disturbing facts and shows how deeply housing discrimination can affect the living conditions, education, and employment of black and Hispanic Americans. Deprived of residential mobility and discouraged from owning their own homes, many minority families are unable to flee stagnant or unsafe neighborhoods. Two thirds of black and Hispanic children are concentrated in high-poverty schools where educational achievement is low and dropout rates are high. The employment possibilities for minority job-seekers are diminished by the ongoing movement of jobs from the cities to the suburbs, where housing discrimination is particularly severe. Altogether, these effects of housing discrimination create a vicious cycle—discrimination imposes social and economic barriers upon blacks and Hispanics, and the resulting hardships fuel the prejudice that leads whites to associate minorities with neighborhood deterioration.

Closed Doors, Opportunities Lost provides a history of fair housing and fair lending enforcement and joins the intense debate about integration policy. Yinger proposes a bold, comprehensive program that aims not only to end discrimination in housing and mortgage markets but to reverse their long-term effects by stabilizing poorer neighborhoods and removing the stigma of integration. He urges reforms to strengthen the enforcement powers of HUD and other agencies, provide funding for poor and integrated schools, encourage local housing and race-counseling programs, and shift income tax breaks toward low-income homebuyers.
